Book excerpt: Climate change forecasts for Ethiopia predict higher temperature and rainfall and increased variability in rainfall with periodic severe droughts and floods. The increased weather variability threatens the extent of Ethiopia’s agricultural transformation unless it is supported with improved agricultural water management such as irrigation to make smallholder farming resilient to adverse weather events. This study analyzes the role of irrigation on agricultural transformation in Ethiopia by systematically comparing households with irrigated and non-irrigated plots on key agricultural transformation and welfare indictors (i.e., intensification, commercialization, and consumption expenditures). The study used a representative data from the four main agriculturally important regions of the country and employed an endogenous switching regression approach that addresses potential biases from placement of irrigation schemes and the self-selection of farmers to adopt irrigation on their plots. This approach allows for counterfactual analysis on the effect of irrigation if it is adopted on plots or in households without current irrigation as well as the counterfactual realizations of outcome variables if irrigated plots were not irrigated or irrigating households were relying only on rainfed agriculture. The main results show a positive and significant effects of irrigation on intensification, commercialization, and household welfare. Specifically, the results show that farm households with irrigated plots (i) use more fertilizer and agrochemicals, (ii) sell sizable shares of their harvest, and (iii) spend more on food and non-food expenditures. The counterfactual analysis on what would have been the effect of irrigation on currently non-irrigated plots indicate a stronger result across our outcome indicators which further suggest the importance of expanding irrigation in accelerating agricultural transformation and welfare improvement in Ethiopia.

Increased food demand and changing consumption habits driven by demographic factors, such as population growth and urbanization, are already leading to a rapid increase of net food imports, opening a huge opportunity for the agribusiness sector of many African countries. Against this backdrop and in line with its mission to spur sustainable economic development and social progress, the African Development Bank (AfDB) in 2016 launched Feed Africa, a strategy that is intended to contribute substantially to the transformation of African agriculture by 2025, and to reverse Africa's dependence on imported foods. As part of this strategy, AfDB is promoting the concept of staple crops processing zones (SCPZs), which are agrobased spatial development initiatives, designed to concentrate agro-processing activities within areas of high agricultural potential to boost productivity and integrate the production, processing and marketing of selected commodities. As essential components, SCPZs include an agro-processing hub, a number of agricultural transformation centres (ATCs) and agricultural production areas. The ATCs are designed to link smallholder farmers to the agro-processing hub and are strategically located in high production areas, with the aim of serving as aggregation points to accumulate products from the community to supply the hub for further value addition, or to send them to centres of great demand for distribution and retail to consumers. This study has attempted to assess the feasibility and applicability of the ATC concept to selected regions in Zambia, Côte d'Ivoire and the United Republic of Tanzania. Findings from the field have demonstrated the potential of ATCs to address community needs and constraints for a range of selected value chains, and have helped to identify different ATC models that could work in each specific context.

Knowledge gaps, however, still exist with regard to how farmers in Africa south of Sahara, including Nigeria, are using irrigation. Given the diverse agroecological and socioeconomic environment in countries like Nigeria, understanding the diverse patterns of irrigation use and their associations with household characteristics is important in designing how irrigation can contribute to the agricultural transformation. This report summarizes the typology of farm households and irrigators in Nigeria. We apply a cluster analysis method to the Living Standard Measurement Survey (LSMS)Integrated Survey on Agriculture data and various secondary data. We also compare the costs and inputs used across different irrigation crops, as reported in Nigeria. Findings indicate that the three major irrigation systems in Nigeria are (1) labor-intensive diverted stream irrigation of rice, (2) supplementary irrigation of coarse grains and legumes using groundwater, and (3) dry season irrigation of vegetables. Each crop is irrigated during a specific season and using a specific water source and irrigation system. Farmers choice of irrigation system tends to depend on many factors. For example, in the South, tractorization is often a necessary precondition for rice irrigation. In the North, intensive irrigation of rice and vegetables may make sense only if labor is cheap, whereas irrigation of sorghum and legumes is supplementary and may not affect farm households behaviors. Although more rigorous studies are needed in the future, observed patterns of irrigation use in Nigeria indicate that the policies aiming to raise agricultural productivity and to develop the value chains of key crops may need to be based on an understanding of why irrigation is used in specific ways in different systems and of what the key constraints in scaling up such systems in other locations are.
