Book excerpt: Defined as operations other than war, stability operations can include peacekeeping activities, population control, and counternarcotics efforts, and for the entire history of the United States military, they have been considered a dangerous distraction if not an outright drain on combat resources. Yet in 2005, the U.S. Department of Defense reversed its stance on these practices, a dramatic shift in the mission of the armed forces and their role in foreign and domestic affairs. With the elevation of stability operations, the job of the American armed forces is no longer just to win battles but to create a controlled, nonviolent space for political negotiations and accord. Yet rather than produce revolutionary outcomes, stability operations have resulted in a large-scale mission creep with harmful practical and strategic consequences. Jennifer Morrison Taw examines the military's sudden embrace of stability operations and its implications for American foreign policy and war. Through a detailed examination of deployments in Iraq and Afghanistan, changes in U.S. military doctrine, adaptations in force preparation, and the political dynamics behind this new stance, Taw connects the preference for stability operations to the far-reaching, overly ambitious American preoccupation with managing international stability. She also shows how domestic politics have reduced civilian agencies' capabilities while fostering an unhealthy overreliance on the military. Maria Ryan explores how secondary fronts in the Philippines, sub-Saharan Africa, Georgia, and the Caspian Sea Basin became key test sites for developing what the Department of Defense called "full spectrum dominance": mastery across the entire range of possible conflict, from conventional through irregular warfare. Full Spectrum Dominance is the first sustained historical examination of the secondary fronts in the war on terror. It explores whether irregular warfare has been effective in creating global stability or if new terrorist groups have emerged in response to the intervention. As the U.S. military, Department of Defense, White House, and State Department have increasingly turned to irregular capabilities and objectives, understanding the underlying causes as well as the effects of the quest for full spectrum dominance become ever more important. Specifically this study identifies current joint doctrinal treatment of IW and its aspects, to include content of ongoing revision efforts; identifies any joint doctrinal voids concerning IW and proposes courses of action for resolving identified voids; and identifies terminology implications/doctrinal issues related to IW. The study used a systematic approach by gathering pertinent information and then analyzing it in relation to IW. Thorough research and data collection was conducted on IW. Analysis centered on IW terminology and possible doctrinal voids and redundancies within the 10 IW activities (aspects) listed in the IW roadmap and, as a minimum, their associated joint publications (JPs). Conclusions were drawn regarding the doctrinal implications of IW. Finally, recommendations were made regarding the joint doctrinal treatment of IW and courses of action proposed for resolving identified joint doctrinal voids.

Book excerpt: At the end of World War II, the Army developed the concept of unconventional warfare, or UW, based largely on the experiences of Soldiers who had worked with resistance movements during the war. The concept was formally introduced into doctrine in 1955, specifically to convey a wider responsibility than simply working alongside guerrilla forces. UW is currently defined as: Activities conducted to enable a resistance movement or insurgency to coerce, disrupt or overthrow a government or occupying power by operating through or with an underground, auxiliary or guerrilla force in a denied area. From the beginning, UW has been a mission of Special Forces, and the JFK Special Warfare Center and School has been the proponent for UW training and doctrine. Our operating environment has been less constant since the 1950s, however. We no longer face the threat of major combat operations, as during World War II. The dominant form of warfare that now confronts the United States and will likely do so for the remainder of the 21st century is irregular warfare. The five components of irregular warfare -- counter-terrorism, foreign internal defense, stability operations, counterinsurgency and UW -- will increasingly involve all elements of the U.S. military and other elements of national power. UW thus presents a challenge to conventional forces and special-operations forces alike. This handbook, although it is not doctrine, is intended to introduce a new generation of Soldiers to the concept, the history and the techniques of UW. It is intended to be the first in a series of papers published to inform readers and provoke thought on a number of topics that are of interest to members of the special-operations community and, in some cases, general-purpose forces as well. Book excerpt: The U.S. military spends more than 14 countries combined and possesses state-of-the art weapons and equipment, yet after 13 years of effort, $1.4 trillion, and some 6,000 casualties, it still has been unable to defeat its enemies in Afghanistan and Iraq. The book explains why and how it can be remedied. It first demonstrates the negative effects of four factors that are prerequisites for military success and that have undermined U.S. military performance since the end of the Cold War. These include uneven civil-military relations; an inability to formulate and execute sound campaign plans; a mistaken approach to counter-insurgency, irregular warfare, and stability operations; and inattention to military options other than regime change. It also acknowledges that other factors often also intervene, and that the enemy plays a decisive role in military outcomes. Still, if the United States is to preserve the use of military force as a reasonable (albeit last resort) policy option, it must develop the means to maintain healthy, reliable civil-military relations, design and execute sound campaign plans appropriate to the adversary in question and the threat it poses to U.S. interests, conduct effective counter-insurgency and irregular warfare campaigns suitable given the size and capabilities of today’s all volunteer armed forces, and develop a menu of military options beyond regime change. The intent is to bring attention to the under-performance of the U.S. armed forces in Afghanistan, Iraq, and elsewhere and prescribe remedies. These solutions cannot be left solely in the hands of the Department of Defense and congressional action and oversight will be essential to favorable outcomes. This is a timely survey as the military is facing downsizing in response to budget pressure that will constrain defense and counter-terrorism spending.
