Book excerpt: On October 1, 2011, the Department of State assumed responsibility to train Iraq's police forces and created the Police Development Program (PDP). Originally, the PDP was to be a five-year multibillion dollar program. On October 24, 2011, the Special Inspector General for Iraq Reconstruction (SIGIR) reported serious weaknesses with DoS's PDP planning, including the lack of an assessment of Iraqi police force capabilities, high program overhead costs (chiefly from security), and the absence of any written Government of Iraq (GOI) commitment to the program. This report updates the PDP's programmatic and financial status. SIGIR makes two recommendations to the Secretary of State: 1. Obtain a written agreement with the MOI on the training to be provided, with concurrence on mutually acceptable locations for conducting that training. 2. Develop a spend plan that accounts for all available funding from all program changes, showing how much prior-year funds will be available for fiscal year 2013 program activities and beyond.

Book excerpt: Since 2003, the United States has spent about $7.3 billion on a program to help the GOI train, staff, and equip Iraqi police forces to maintain domestic order and deny terrorists a safe haven in Iraq. The program was unprecedented in its magnitude and conducted in a hostile environment with ongoing combat operations. In addition, the existing Iraqi police forces in 2003 were in very poor condition, and a new Iraqi government was in development. Despite these impediments, DoD reports that over 400,000 Iraqi police have received training and are on the force. However, the capabilities of these forces are unknown because no assessments of total force capabilities were made. There were weaknesses in program management in (1) program planning and assessments, (2) communications and coordination between organizations performing the training, and (3) oversight of contract police advisors. The impact of these weaknesses on the program is difficult to quantify but undoubtedly led to inefficiencies and waste. For example, there was no comprehensive plan to guide the program to desired results or assessments to determine if the program was on track. Because of the frequent rotations by military personnel, a comprehensive plan would have provided a foundation for program continuity as military units rotated in and out of Iraq. Also, police advisors, who were critical to the training program, were not always effectively monitored and utilized.

Book excerpt: Nearly every week, newspapers carry stories of the failure of the Iraqi police to provide basic civil security for the citizens of Iraq. Despite millions of dollars in aid, equipment, education, and advisors, more than 4 years later police force development lags far behind the military. Numerous reasons are offered to account for this gap: corrupt practices left over from the previous regime, infiltration by militias, weak leadership, competition by better armed and organized criminal and militant groups, and so on. However, the military is also subject to these same influences, thus none of these explanations by themselves or in combination are satisfactory. But such an explanation is critical if policymakers and advisors are going to successfully facilitate police reform. This paper argues that the poor political and security environment impacts social, political, and cultural factors in ways that are predictable, understandable, and, with external help, resolvable.

Police are able to determine the individual needs of each community and address each constituency's concern which in turn enhances the government's legitimacy. The Iraqi Police face the challenge of transforming themselves from an institution that served the state to an institution that serves the people. They have so far failed to achieve that paradigm shift. Commanders in the field that have recently executed the Police Transition mission, as well as experts in the Iraqi Police training process, admit that after years and millions of dollars in training and equipping, their developmental progress lags behind that of the military. Iraqi Police, however, have models of behavior they can rely on that are compatible with this change. Introducing the Community-Oriented Policing (COP) philosophy into their training may provide a reliable model of behavior to help the Iraqi Police accomplish this transformation. Their ability to change may have a direct impact on the legitimacy and success of the Government of Iraq (GOI). The success of the GOI may directly impact the United State's National Strategic Objectives. COP is a philosophy with new paradigm. It is a philosophy that provides a complete cohesive organizational plan for modifying police work to achieve effective crime prevention. COP is a philosophy, not a program. It requires the police and the community to cooperate in identifying problems, then work together to solve them. In order for the COP to work, everyone in the police organization must commit to the philosophy. Police officers have to motivate the community to participate in police auxiliary activities. Decentralization and flatter organizations are a necessity. Institutions cannot create a specialized COP unit. The institution has to change. The monograph first lays out how COP is compatible with COIN theories and doctrine. The monograph explores the evolution of policing as a means of social control and crime prevention in Western societies. The COP philosophy emerged as an effective crime prevention methodology. The monograph defines COP and explains its different components. It explores non Western experiences with social control and crime prevention as micro-histories in India, Nigeria, and Israel. A comparison model displays common social control mechanisms within all three countries. The monograph also addresses how time has played a factor in the evolution of crime prevention and the adoption of COP to balance the crime prevention responsibilities between the government and communities in India, Nigeria, and Israel. It also discusses conditions that prevented a similar evolution in Iraq. The monograph closes with a conclusion applicable to the situation in Iraq and offers recommendations for COP implementation.
