The book resulted from a conference in 2018 organized exactly at the site of the Simele Massacre in 1933. The campus of the American University of Kurdistan is located on the site of the first big massacre against a religious minority in Iraq. The conference entitled ‘Beyond ISIS: Minorities and Religious Diversity in Iraq and the Future of Êzîdî, Christians, Shabak, Yarsan, Mandeans and other Religious Minorities in the Middle East’ brought together Iraqi and international scholars, activists, and religious and community representatives. This book contains papers presented at the conference that included contributions on Iraq’s religious diversity and the historical and contemporary consequences of genocide and persecution on the religious minorities of Iraq.

Iraq after America examines the government and the sectarian and secular factions that have emerged in Iraq since the U.S. invasion of 2003, presenting the interrelations among the various elements in the Iraqi political scene. The book traces the origins of key trends in recent Iraqi history to explain the political and social forces that produced them, particularly during the intense period of civil war between 2003 and 2009. Along the way, the author looks at some of the most significant players in the new Iraq, explaining how they have risen to prominence and what their aims are. The author identifies the three trends that dominate Iraq's post-U.S. political order: authoritarianism, sectarianism, and Islamist resistance, tracing their origins and showing how they have created a toxic political and social brew, preventing Iraq's political elite from resolving the fundamental roots of conflict that have wracked that country since 2003 and before. Its report provides a detailed risk assessment of current and potential levels of violence in Iraq. It addresses the levels of political accommodation and stability and the problems Iraq still faces in the aftermath of the national election. Book excerpt: Turkey’s Justice and Development Party (AKP), after coming to power in 2002, sought to play a larger diplomatic role in the Middle East. The AKP adopted a proactive foreign policy to create ‘strategic depth’ by expanding Turkey’s zone of influence in the region, drawing on the opportunities of geography, economic power and imperial history to reconnect the country with its historical hinterland. Yet despite early promise, this policy came undone after the Arab upheavals of 2011 and has seen Turkey increasingly at odds with its neighbours and the West. Turkey's New Foreign Policy outlines the key tenets of the AKP’s policy of strategic depth in the Middle East and how this marks a departure from traditional Turkish foreign policy. Particular attention is focused on the Turkish reaction to the political changes that swept through the Arab world – including the Syrian civil war – and presented Turkey with its most significant foreign-policy challenge to date. Based on extensive primary research of Turkish-language sources, this monograph argues that political changes in the Middle East have precipitated a serious decline in Turkish regional influence, reversing earlier gains in influence after the AKP came to power. However, despite these foreign-policy defeats, the AKP has shown little indication that it is willing to scale back its ambitions, insisting that it stands on the right side of history – drawing a clear distinction between Turkey and the West.

In the 1980s, repatriation became the preferred option for resolving the refugee crisis. As human rights achieved global eminence, refugees' right of return fell under its umbrella. Yet return as a right and its practice as a rite created a radical disconnect between principle and everyday practice, and the repatriation of refugees and Internally Displaced Persons (IDPs) remains elusive in cases of forced displacement of victims by ethnic conflict. Reviewing cases of ethnic displacement throughout the twentieth century in Europe, Asia, and Africa, Howard Adelman and Elazar Barkan juxtapose the empirical lack of repatriation in cases of ethnic conflict, unless accompanied by coercion. The emphasis on repatriation during the last several decades has obscured other options, leaving refugees to spend years warehoused in camps. Repatriation takes place when identity, defined by ethnicity or religion, is not at the center of the displacing conflict, or when the ethnic group to which the refugees belong are not a minority in their original country or in the region to which they want to return. Rather than perpetuate a ritual belief in return as a right without the prospect of realization, Adelman and Barkan call for solutions that bracket return as a primary focus in cases of ethnic conflict.
