Book excerpt: When it comes to Iran, attention has rightly been focused on efforts to stop its nuclear program. Iran's nuclear program is just the tip of the revolutionary sphere that extends across the world and threatens key U.S. interests. Iran's foreign policy is subversive, sectarian, and set on goals that would come at the expense of U.S. interests. Indeed, with Iran's long support of terrorist groups and support of militias and adversarial regimes, the region has been feeling the brunt of this revolutionary sphere for quite some time. Thanks to Iran, Hamas has rearmed since 2012. With Iran's aid, Shi'a militias within Iran are rearming and they are mobilizing. The Assad regime, with the Iranian forces-with Quds Forces and with Hezbollah-continues to massacre Syrians. With Iran's aid, Hezbollah is able to threaten Israel with over 25,000 rockets. These aren't random efforts to support terrorism by the Iranian regime but concerted actions by this ayatollah-led-and he is the key decision maker-this Shi'a-led government to overturn what Iran believes is a regional power structure that favors the United States, that favors Israel and their collaborators, by which they mean the Sunni Muslim governments in the Gulf.

Iran’s advanced nuclear program is only one aspect of its goal to reaching regional hegemony in the Middle East. Iran looks to establish itself as a dominant power in the region by employing non-military tools such as promoting Shiism and Iranian ideology and supporting Arab and non-Arab political leaders and groups friendly toward Iran. Meanwhile, the United States and other world powers are concerned about Iran’s enrichment program being diverted to develop nuclear weapons, which may further destabilize the region. In addition to maintaining an advanced nuclear program, Iran has also taken courses of action to expand its influence and preserve its interests in the Middle East by providing direct material support to terrorist groups and developing military capabilities that threaten the security of the U.S. and its allies in the region. Because of Iran’s destabilizing role in the region, such as its support of terrorist proxy groups in Iraq and Syria, and Iran’s development of missile and naval capabilities directed at countering the defenses of Israel and U.S.-allied Gulf states, the U.S. may have to modify its Middle East policy that reflects Iran's larger and potentially more destructive role in the region while also gradually expecting greater burden-sharing from its regional partners.

Not only are diplomatic relations broken, but also the two countries are involved in several proxy wars in the region. The United States has sided with Saudi Arabia in these disputes largely because of longstanding strategic ties to Riyadh and because it sees Iran as a regional threat and a destabilizing force in the area. However, pursuing a one-sided policy in this rivalry carries long-term risks for Washington, because the close embrace of Saudi Arabia's problematic external and internal policies, such as the war in Yemen, denigration of Shia doctrines, and human rights problems, may have an ill effect against the United States. The one-sided policy can also alienate the younger generation of Iranians who want better relations with the United States and are Iran's future. Hence, this monograph argues that U.S. policymakers should maneuver with more dexterity through the Iranian-Saudi rivalry, avoid entanglements in the Sunni-Shia sectarian conflict, and keep their eye on long-term U.S. interests, which involve bringing about stability in the region.The monograph recommends that U.S. policymakers should devote sufficient time and resources to end the proxy wars in the region, as a first step toward easing Saudi-Iranian tensions. It also recommends the facilitation of dialogue between Saudi Arabia and Iran to air grievances, and come to some common ground such as non-interference in each other's internal affairs. Although the current environment may not seem conducive to such a dialogue, it should be remembered that relations between Iran and Saudi Arabia were not always acrimonious, and the two countries have cooperated in the past. To assuage Saudi concerns that such a policy might be perceived as a U.S. tilt toward Iran, the monograph recommends more joint military exercises between the U.S. and Saudi Arabia militaries as well as the deployment of U.S. Army's Stability Force Assistance Brigades (SFAB) to the Saudi kingdom for training and defensive purposes.
