Like all armed conflicts, this one was a breach of world peace and a threat to international security. As such the Security Council, the United Nations' executive arm had to step in and try to put an end to the use of force by two member states of the organization. The present study will endeavor to determine the reasons why, in this particular instance of the Iran-Iraq war, the Security Council has not been able, in a more timely and more decisive fashion, to carry out its responsibilities under the U.N. Charter in safeguarding and restoring peace and security in the world. The scope of this study is limited to examining the handling by the Security Council of the war between Iran and Iraq. It is intended as a case-study of the powers and the possible actions of the Security Council in international crises. This study does not, therefore, dwell at any length on the unfolding events of the war, the successive stages of military action and the politics of the conflict as far as the antagonists or third parties are concerned.
