Reputed to be developing nuclear weapons, the future of Iraq's next-door neighbor is a matter of grave concern both for the stability of the region and for the safety of the global community. President George W. Bush labeled it part of the "Axis ofEvil," and rails against the country's authoritarian leadership. Yet as Bush trumpets the spread of democracy throughout the Middle East, few note that Iran has one of the longest-running experiences with democracy in the region. In this book, Ali Gheissari and Vali Nasr look at the political history of Iran in the modern era, and offer an in-depth analysis of the prospects for democracy to flourish there. After having produced the only successful Islamist challenge to the state, a revolution, and an Islamic Republic, Iranis now poised to produce a genuine and indigenous democratic movement in the Muslim world. Democracy in Iran is neither a sudden development nor a western import, Gheissari and Nasr argue. Book excerpt: The shattering of the Islamic Republic’s legitimacy following the rigged presidential elections of June 2009 and the wave of protests that it provoked – dubbed the ‘Green Movement’ – triggered a process of radicalisation of the Iranian political regime. This radicalisation can be seen in the overall political project of total domination implemented in the 2010s, which no longer sought to win the support of an exasperated population, but to ‘contain’ it long enough to be able to systematically alienate the next generations, in the hope that these would be both numerous and devoted to the theocratic state. This new domestic policy also extends to the regional and international level, through the presence of Iranian or pro-Iranian military forces in neighbouring countries – a presence that has already triggered the escalation of extreme tensions in the region, thereby aggravating the antagonistic Iranian–American relationship. This power struggle between Iran and the United States risks dragging the Islamic Republic into a new conflict, not long after commemorating the 40th anniversary of the Iraq–Iran war (22 September 1980). This book was born out of the need to clarify the complex issue of the radicalisation of the Islamic Republic. To this end, the author examines the new domestic policy, shedding light on both the watershed of 2009 and the hegemonic regional ambition of the theocratic regime.

For more than three decades, viewing Iranian society as an incendiary, pariah state that harbors unrelenting hostility for many of its influential, pro-American neighbors - from Israel to Saudi Arabia - has helped keep the focus on Iran as the implacable foe of U.S. interests. While the degree of demonization will likely subside as Iran and the West improve relations, this is unlikely to bring Westerners to a closer understanding of why the Islamic revolution happened in the first place. The more difficult challenge is to develop a proper appreciation of the far more fundamental role played by the vexed questions of religion and religious identity - topics that readers, analysts, politicians, and academics all too often discount in favor of more familiar and comfortable factors: the political, the economic, and the strategic. This is not only true for Iran but for Arab societies as well, which are often studied and analyzed with little attention paid to the role religion in destabilizing societies and fomenting violence. And who gets to answer that question? This provocative book argues that such views have the link between religious ideology and political order in Iran backwards. Religious Statecraft examines the politics of Islam, rather than political Islam, to achieve a new understanding of Iranian politics and its ideological contradictions. Mohammad Ayatollahi Tabaar traces half a century of shifting Islamist doctrines against the backdrop of Iran’s factional and international politics, demonstrating that religious narratives in Iran can change rapidly, frequently, and dramatically in accordance with elites’ threat perceptions. He argues that the Islamists’ gambit to capture the state depended on attaining a monopoly over the use of religious narratives. Tabaar explains how competing political actors strategically develop and deploy Shi’a-inspired ideologies to gain credibility, constrain political rivals, and raise mass support. He also challenges readers to rethink conventional wisdom regarding the revolution, Ayatollah Khomeini, the U.S. embassy hostage crisis, the Iran-Iraq War, the Green Movement, nuclear politics, and U.S.–Iran relations. Based on a micro-level analysis of postrevolutionary Iranian media and recently declassified documents as well as theological journals and political memoirs, Religious Statecraft constructs a new picture of Iranian politics in which power drives Islamist ideology.
