Book excerpt: In 1993, Iowa Workforce Development (then the Department of Employment Services) conducted a survey to determine if there was a gender gap in wages paid. The results of that survey indicated that females were paid 68 cents for every dollar paid to males. A study was conducted in 1999 which found that females made approximately 73 cents for every dollar made by males in Iowa. Since then, a survey was again conducted in 2008 which indicated that females were paid approximately 78 cents for every dollar paid to males. The current 2010 study shows that women earn 76 cents for every dollar earned by their male counterparts. These calculations took into account the average number of hours respondents worked weekly. In April 2010, Iowa Workforce Development (IWD) was contacted by the Iowa Commission on the Status of Women (ICSW) to request that IWD conduct research to update the 2008 gender wage equity study to determine if the wage disparity between males and females has changed since the 2008 study. This study was completed by IWD using 2009/2010 Laborshed data consisting of responses from 6,000 employed respondents. Of the respondents, 59.4 percent (3,561) were female, 40.6 percent (2,439) were male. Statewide sampling was provided by the University of Northern Iowa's Institute for Decision Making based on the population per ZIP code. The results of the survey show that females who are paid an hourly wage earn 24.1 percent (75.9 cents for every dollar) less than males earn and females who are salaried earn 19.2 percent less than males. Additional survey results detail the occupational categories, industries and the education and experience levels. All of these characteristics contribute to the disparity. Common explanations for this disparity range from biological differences between the sexes to the conscious and unconscious biases that guide hiring and promotion decisions. Just One of the Guys? sheds new light on this phenomenon by analyzing the unique experiences of transgender men—people designated female at birth whose gender identity is male—on the job. Kristen Schilt draws on in-depth interviews and observational data to show that while individual transmen have varied experiences, overall their stories are a testament to systemic gender inequality. The reactions of coworkers and employers to transmen, Schilt demonstrates, reveal the ways assumptions about innate differences between men and women serve as justification for discrimination. She finds that some transmen gain acceptance—and even privileges—by becoming “just one of the guys,” that some are coerced into working as women or marginalized for being openly transgender, and that other forms of appearance-based discrimination also influence their opportunities. Subsequent chapters address issues which arise in connection with this proposed model, including the scope of application, the elements of a pay equity plan, employee participation, predominance of certain groups in job classes, evaluating gender-predominant job classes, estimating & correcting wage gaps, allowable exemptions, maintenance of pay equity, enforcement, timelines & transition to new legislation, pay equity and collective bargaining, and the role of oversight agencies. Recommendations made throughout the report are also listed at the end. Appendices include excerpts from relevant legislation.
