The Kings Highway Bridge was load limited to 3 tons in April 1994 and was closed in September 2008 because of its ongoing deterioration. The bridge has structural and functional issues that need to be addressed. The proposed alternative is to replace the bridge near its current location. Additionally, the project would improve the bridge approaches between Perry Way and Meadow Lane; the intersections would not be rebuilt under this proposed action.

Specifically, a reference report was developed to address common problems in low volume road (LVR) bridges. The source of information included both Iowa and national agencies. This report is intended to be a "user manual" or "tool box" of information, procedures and choices for county engineers to employ in the management of their bridge inventory plus identify areas and problems that need to be researched. To obtain pertinent published information, past Iowa Highway Research Board projects were identified and reviewed. A questionnaire was sent to all Iowa county engineers to determine the various problems that are encountered on LVR and their solutions to these problems.

The Buchanan County Board of Supervisors contracted with the Miller-Taylor Construction Company from Waterloo, Iowa, to build the new bridge on the south side of Independence for $37,680. However, high water created problems during construction, and the bridge was completed in January 1927 for $57,530. It replaced an earlier two-span iron truss bridge. This bridge is a concrete filled spandrel arch bridge with four spans. It was designed by the Iowa State Highway Commission, and continues to carry vehicle traffic. The bridge was listed on the National Register of Historic Places in 1998. There is a similar bridge upstream in Independence that was built in 1918"--Wikipedia,10 November 2022.
