Book excerpt: In this book Judith Cherry analyses the impact of economic and cultural globalization on efforts to promote inward foreign direct investment (IFDI) in South Korea over the past four decades. The book traces the development of Korean IFDI policy from one of restriction and control to one of encouragement and promotion. Specifically, it focuses on the challenges inherent in reforming the ‘software’ of IFDI promotion (socio-cultural issues, mindsets and perceptions) as opposed to changing its ‘hardware’ (systems, laws and regulations). Although the Korean government has made sustained efforts over the past decade to enhance Korea’s attractions as a host for inward investment, it has faced significant challenges in improving Korea’s IFDI performance. The discussion in this book of the wide range of transparent and non-transparent barriers that continue to hamper efforts to promote inward investment draws not only on the Korean debate concerning strategies for maximizing the benefits of IFDI, but also on the assessment of the Korean business and investment environment revealed in interviews conducted with European investors and officials in Seoul. Foreign Direct Investment in Post-Crisis Korea will appeal to students and scholars of international business, economics and globalization, as well as those with a more general interest in Korean society.

Book excerpt: The purpose of this paper is to investigate the effect of foreign direct investments (FDIs) - an inward FDI and an outward FDI - on employment in Korea. In particular, it focuses on whether the effect has been changed after the 2000 and if so, how it has changed.The foreign direct investment is defined as the capital flows of investment aimed at acquiring a lasting interest in operating enterprises outside of the economy of the investors. OECD (1999) explains that the lasting interest implies the existence of a long-term relationship between the direct investor and the enterprise and a significant degree of influence on the management of the enterprise. According to the United Nation, the purpose of the FDI is to exert a significant degree of influence on the management of enterprise resident in the other economy. It consists of equity capital, a joint-venture, a reinvested earning, and a loan. A FDI falls under either of the two categories, inward or outward FDI, according to the destination of capital flow. An inward FDI is the inflows of direct investment made by nonresident investors in an economy, and an outward FDI is the outflow of direct investment made by resident investors abroad. At the first glance, it may seem that the effect of inward FDI on employment in a reporting economy must be positive while outward FDI should have negative effect. However, when all is said and done, it is not that simple. There continues to be dissent with regards to the effects of both FDIs on employment.In session 2, the past researches with diverse view about the effects of FDIs are summarized. Session 3 contains data description for the following empirical analysis. After the empirical model specification and their estimation procedures are provided in session 4, session 5 reports the empirical results. Lastly, session 6 suggests conclusion and implications. The contribution of this analysis is to investigate long-run relationships between both FDIs and employment, and to test the changeability of them with time.

It shows how Korea adopted a highly successful interventionist strategy towards foreign direct investment channeling it into areas of the economy where it could achieve the most benefit for the country’s economic development. In recent years Korea has tried to adopt a more market driven approach. However, differences within various institutions within the public and private sector led to policy confusion and ineffectiveness in meeting policy goals. The conclusion reached is that moving from an interventionist strategy to a market orientated strategy is difficult in this policy area. The book breaks new ground because it shows that while the conventional wisdom is that a 'market economy' approach is beneficial, moving from an interventionist policy to a market-orientated one is problematic and cannot be accomplished quickly.
