Book excerpt: The Western Balkans is a politically fragmented subregion, possessing moderate levels natural resources, and lagging behind the rest of Europe in terms of income. Integration into the European Union offers the only feasible perspective to overcome deep-rooted divisions, and to speed up progress on the road to prosperity. It can also act as a catalyst for more foreign direct investment inflows. However no large increase can be expected given the modest business opportunities of the subregion, and the fact that business entities have a gradualist approach to changes: certain measures are already factored into their locational decisions, while other will be acknowledged only on the longer term. Moreover, the Western Balkans needs to develop a strategy of attracting niche projects as it can not expect to divert investment on a large scale from countries in transition that are already members of the Union.

Book excerpt: For countries as diverse as China and Mauritius, Special Economic Zones (SEZs) have been a powerful tool to attract foreign investment, promote export-oriented growth, and generate employment; for many others, the results have been less than encouraging. While the benefits and limitations of zones will no doubt continue to be debated, what is clear is that policymakers are increasingly attracted to them as an instrument of trade, investment, industrial, and spatial policy. Since the mid 1980s, the number of newly-established zones has grown rapidly in almost all regions, with dramatic growth in developing countries. In parallel with this growth and in the evolving context of global trade and investment, zones are also undergoing significant change in both their form and function, with traditional export processing zones (EPZs) increasingly giving way to larger and more flexible SEZ models. This new context will bring significant opportunities for developing countries to take advantage of SEZs, but will also raise new challenges to their successful design and implementation. This volume aims to contribute to a better understanding of the role and practice of SEZs in developing countries, in order to better equip policymakers in making effective decisions in planning and implementing SEZ programs. It covers some of the emerging issues and challenges in SEZs including upgrading, regional integration, WTO compliance, innovation, the environment, and gender issues with practical case examples from SEZ programs in developing countries.

A Greek exit would send shockwaves through the Western Balkan economies already weakened by the euro crisis, and threaten an economic meltdown -- Stagnation and rising unemployment (especially among the young) wipe out support for the type of reformist policies that the EU supports. The popularity of the EU in the Western Balkans has declined markedly in some areas, as 'Eurorealism' takes over from 'Europhilia' -- Reform remains essential. The Western Balkans are also struggling to cope with the crisis thanks to domestic policy failures, highlighting that 'Europeanisation' needs to be accompanied by deeper transformation. "In good times the EU exported prosperity to the Balkans; now in a time of crisis it is exporting instability. The EU needs to restore a sense of momentum towards enlargement and put pressure on under-performing governments. If not ambitious powers like Russia, Turkey and China will fill the gaps." Not only because of the large number of acceding countries but also because of their recent political and economic experience. Ten of them had undergone a profound transition from a totalitarian regime to democracy, and from a centrally planned economy to a market-based system. Most of them had income levels signi?cantly below those of the then EU-15. Now, 6 years later, we can clearly see that the process of European integration, both before and after 2004, was what enabled Europe to overcome the gaps between various parts of the continent. The enlargement made Europe a better and wealthier place and streng- ened its position in the world. Integration into the European Union has always been one of the strongest incentives for reform in the new Member States. Particularly important in my view have been the development of ?nancial markets through foreign direct investment and capital in?ows, and the opening of labour markets – which was a two-way phenomenon, with markets being opened up in acceding as well as the incumbent Member States. The Fifth Enlargement was thus an exercise of glo- lisation in miniature, a practice run for the Union to tackle the challenges of the ever smaller world.
