Improving services significantly will, in most cases, require more efficient operation of water utilities and investments in rehabilitating and extending supply systems. Many central and local governments are turning to the private sector to help address these needs, but steps must be taken to ensure that the private sector arrangements fit local circumstances, that the regulatory environment is suitable, and that the reforms respond to the concerns of those affected. This set of handsomely designed toolkits, three volumes in all, have been prepared to transmit the experience gained elsewhere and the lessons this experience offers on what can make or break the process of private sector involvement. The toolkits are meant to support, not substitute for, independent advice from experienced professional firms. Toolkit 1, Selecting an Option for Private Sector Participation , sets out the issues that a government must work through (legal and regulatory arrangements, tariffs and subsidies, political support) to identify which kind of private sector arrangement best meets the specific needs and circumstances. Toolkit 2, Designing and Implementing an Option for Private Sector Participation , focuses on how governments move from identifying their preferred option to implementing it. Toolkit 3, What a Private Sector Participation Arrangement Should Cover , concentrates on the issues and risks that governments must address in the resulting contractual arrangement. Book excerpt: What steps are needed to enable the domestic private sector to expand its role in the provision of safe water and improved sanitation to the poor in developing countries? Is an expanded role constrained because of limited market potential, are business models unable to support an expansion of supply, or do government policy and the broader climate for investment inhibit enterprises? Tapping the Markets: Opportunities for Domestic Investments in Water and Sanitation for the Poor presents the results of a detailed examination of market opportunities for the domestic private sector in the provision of piped water and on-site sanitation services in rural and semi-urban areas and of the commercial, policy, and investment climate factors that affect the response to these opportunities. It is based on case studies conducted in Bangladesh, Benin, Cambodia, Indonesia, Peru, and Tanzania. The results of focus group discussions with poor households, surveys of enterprises that directly serve poor households, and analysis of the supply chains that support them provide insights into the nature of demand for services, the prevailing business models of enterprises, and the impact of policy on decisions to invest or expand operations. The issues that prevent local enterprises from tapping the large market for providing poor and nonpoor households with piped water and on-site sanitation differ in important ways across the two sectors. The first part of the book analyzes the challenges that domestic providers of piped water face in Bangladesh, Benin, and Cambodia, countries with very different models of private provision. The second part analyzes the delivery of on-site sanitation services in Bangladesh, Indonesia, Peru, and Tanzania, countries where all providers face supply and demand challenges that are largely unaffected by government policy. Tapping the Markets will be of interest to governments, their multilateral and bilateral development partners, and local and international nongovernment agencies that focus on reducing the impact of lack of access to safe water and hygienic sanitation. The authors propose recommendations for harnessing the entrepreneurial capabilities of the domestic private sector and for addressing this continuing challenge.

Public Citizen’s Water for All Campaign has been devoting their power to conserve water as a natural resource with adequate access for all people over the world and stop privatizing water for commercial purposes. On the other hand, WTO and OECD are the largest trade organizations which support all types of water privatization. Most points of view see that water should not be privatized in the fact that it is a human right while others think it should be privatized for a purpose of profit.

This book argues and demonstrates that this can only be achieved by a better integration of the technical and social science approaches in the search for improved organization and delivery of these essential services. It presents a historical analysis of the development of water and sanitation services in both developed and developing countries, which provides valuable lessons for overcoming the obstacles facing the universalization of these services. Among the key lessons emerging from the historical analysis are the organizational and institutional diversity characterizing the development of water and sanitation internationally, and the central role played by the public sector, particularly local authorities, in such development. It also explores the historical role played by cooperatives and other non-profit institutions in reaching rural and peri-urban areas, as well as the emergence of new forms of organization and provision, particularly in poor countries, where aid and development agencies have been promoting the self-organization of water systems by local communities. This concept is also employed in piped water provision. The failure of some major projects suggests that there is considerable risk involved when the public and private sectors combine forces. The fact that piped water provision is a natural monopoly and therefore needs extensive regulation makes the cooperation between the public and private sector very difficult. Indeed, weak regulation is the probably the most important risk factor. Other risk factors include political instability, inadequate tariff and contract design, and lack of public support. These risk factors are analyzed using four case studies, two failed ones and two that are considered relatively successful. The analysis aims to find answers to the question whether the initiative of development agencies to heavily promote the concept of public-private partnerships in water and sanitation is justified and appropriate. Einleitung: Public-private partnerships werden im verstärkten Maße von Institutionen für Entwicklungshilfe eingesetzt, um die Infrastruktur in Entwicklungsländern zu verbessern. Dieses Konzept wird unter anderem auch in der Wasserversorgung verwendet. Der Fakt, dass Wasserversorgung ein natürliches Monopol ist und daher besonders starke Regulierung braucht, erschwert die Kooperation zwischen öffentlichen Sektor und Privatwirtschaft. Ungenügende Regulierung ist möglicherweise der wichtigste Risikofaktor. Andere Risikofaktoren sind politische Instabilität, ein schlecht gestaltetes Gebührensystem, ein ungenauer Vertrag und fehlende Unterstützung der Bevölkerung und der Regierung. Diese Faktoren werden mit Hilfe von vier Fallbespielen analysiert, zwei gescheiterten und zwei, die als relativ erfolgreich betrachtet werden.
