We need to bring women into the mainstream to bring both genders at par. Since most of our population lives in villages, we need to have an in-depth knowledge of rural women's role in the development and understand the means and ways to empower them holistically, be it in terms of education, social, technological, political, legal etc. Today's environment calls for a need for women in rural areas to go in for bringing the various drudgery-reducing technologies into practice as well as empower themselves economically through Self Help Groups (SHGs). Rural women must understand the coping strategies associated with climate change which is again a challenge, and the use of Information and Communication Technologies (ICTs) to be more informed and empowered citizens for the welfare of their families, communities, societies and the nation at large. To attain the national goal of doubling the farmers' income by 2022, rural women's economic contribution must be increased through entrepreneurship. To make this dream come true, rural women need to be educated, malnutrition in rural areas; especially among women, needs to be removed, they will have to be technologically empowered, and rural women need to break the shackles of traditional hiccups and be aware of the latest information related to government programmes and schemes along with legal literacy concerning them to be able to understand the various provisions made available by the government for them and to enable them to enforce the same. This book encapsulated all the required dimensions of rural women empowerment: education, health & nutrition, technological empowerment, political empowerment instruments like the Panchayati Raj system, economic empowerment through entrepreneurship, etc. It covers the health challenges of women labourers, hill women, drudgery issues of brick layering women, women and Corporate Social Responsibility (CSR), and constriants to women's empowerment. A few case studies and success stories of women entrepreneurs find their place in this book. The book also provides solutions to the issues of rural women, such as knowledge about those government schemes and programmes that empower women and provides women strength with the golden rays of constitutional mandates to make them sabla from abla. In a nutshell, this book provides conceptual clarity regarding the concept of women empowerment, the different dimensions of empowerment, issues and strategies to cope with the same in one place.

Book excerpt: This Study analyzes the conditions, problems and potential of rural women's empowerment through a sample of rural women's organizations (two women's cooperative, seven rural development cooperative and one village women association) with a socialist feminist perspective. In this study, it is stated that the agricultural sector policies and rural development policy were constructed in relation with the conditions of underdevelopment in Turkey. It is notable that these policies are formulated without taking precautions for the survival of small sized farming households in rural areas. Despite these general influences of underdevelopment to Turkish Agricultural Sector and patriarchal ideology, these women's organizations could be successful to some extent empowering their members with the recognized dimensions of empowerment such as; psychological, economical, social, organizational and political. With this study, it could be said that while economic empowerment and psychological empowerment are the base of all dimensions of empowerment, social empowerment and organizational empowerment are the most dynamic processes of empowerment and political empowerment is the hardest to achieve.

Most of the agricultural activities are women specific but tragically worldwide women mostly end up as hired agricultural labourers with substantial gender disparity in wages earning far less than men in the same job. To add to her economic woes, inadequate education, less than satisfactory dissemination of technology, globalization, economic liberalization, commercialization, urbanization, political instability, natural disasters, mechanization of agriculture, decreased agriculture, migration of men to urban areas, and occupational health hazards such as prolonged hours of physical labour resulting in musculo-skeletal injuries, pesticide poisoning also make the life of rural women miserable. True, there are policies and programmes of central and state government to alleviate their problems but they are proportionately insufficient and their execution far from satisfactory. Much needs to be done in disseminating gender segregated data and gender bias in all aspects of agriculture, access to resources including land and natural resources, drudgery reduction, assuring nutritional security, diversification of activities of Self Health Groups and Street Shakti groups with emphasis on productivity including post harvest technology, creation of marketing facilities, ownership to land and other allied resources rural electrification, outreach from the media, collectives of women and inter linking of SHGs, adult literacy, health awareness, gender sensitization of extension functionaries and financials institutions, awareness about pesticide hazard etc. Tragically rural women are not vociferous on issues like foetal killing of female unborn, high rate of female mortality, creation of Special Economic Zones replacing productive lands, farmer's suicide and the plight of their widows, fate of pavement vendors and petty shop keepers replaced by retail outlets of big business houses, etc. The struggle cannot be won by only educated and Non Government Organizations on their behalf. The affected and victimized have to fight directly against the injustice they are facing. Extension workers and NGOs need to help them to become aware of their rights and government programmes specially designed for them and motivate them to redress their problems on their own. This needs scientifically collected information on their problems and relief measures available. The book, Women in Agriculture and Rural Development is a sincere attempt in this endeavour. It has valuable chapters on gender inequality in agriculture, technological and economic empowerment of women, poverty alleviation and training programmes, role of SHGs and Street Shakti Groups in rural development, capacity building, nutritional profile of rural women, drudgery and its reduction, natural resources conservation and food security

Book excerpt: The Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) is one of the most widely ratified human rights treaties in history, yet many view it as a failure in terms of what it has achieved for women. In spite of the lack of a meaningful enforcement mechanism and various other shortcomings, however, CEDAW has inspired feminist activism around the world and helped raise women's legal consciousness. While CEDAW itself is widely viewed as a product of feminist activism in the international arena, this essay explores the Convention's role as a source of -- and tool for -- grassroots feminist activism. Our focus is on such activism in rural areas of both developed and developing countries, places where law is often functionally absent. CEDAW recognizes rural women as a particularly disadvantaged group in need of additional rights. Article 14 addresses rural women exclusively and specifically, stipulating that they -- like their urban counterparts -- should enjoy a panoply of rights: education, health care, and an array of civil and political rights. Moreover, Article 14 enumerates for rural women rights related to participation in agriculture and development more generally. It also includes the right for rural women to organize self-help groups and cooperatives for purposes of obtaining “equal access to economic opportunities through employment or self-employment,” a right not mentioned elsewhere in relation to all women. Finally, Article 14 enumerates for rural women a wider range of socioeconomic rights than CEDAW elsewhere recognizes for all women. These include rights to various types of infrastructure, including water, sanitation, electricity, transport, and housing. This essay first considers how Article 14 is consistent with contemporary feminism's greater focus on socioeconomic rights as a reflection of women's material concerns and lack of economic power. It considers these rights against a rural backdrop, where socioeconomic deprivations tend to be greater and where Member States face spatial and other distinct challenges to economic development, as well as to the provision of basic services such as healthcare and education. We examine Member States' responses to their Article 14 commitments to empowering rural women, with particular attention to how Member States have encouraged and facilitated self-organization by women, as required by Article 14(2)(e). Member States' periodic reports to the U.N. Division for the Advancement of Women indicate that governments seek to achieve rural women's empowerment through the women's grassroots activism, including via local self-help groups (SHGs) and cooperatives as envisioned by 14(2)(e). Indeed, some evidence suggests that Member States benefit directly from rural women's self-organizing when women's SHGs and cooperatives go beyond facilitating women's economic empowerment to become vehicles for delivering health, education, and other services in rural areas. These women's organizations thus do a range of work under the ambit of rural empowerment. The essay next considers local women's organizations in four Member States, two developed nations and two developing ones. We analyze how these organizations draw on and benefit from CEDAW's Article 14(2)(e) mandate (however weak a mandate it is, practically speaking) to encourage women's collective mobilization. Thus, the essay sketches a portrait of the potential and actual symbiosis between top-down lawmaking and bottom-up activism to empower women. In short, we focus not on CEDAW's role as an enforceable human rights treaty, but rather on its function as an expressive document that has fostered and facilitated applied feminism.

They discuss the situation for women in agriculture in 13 countries worldwide, with two chapters that cover international contexts. The authors blur the boundaries between academic and organizational authors and their contributors include university-based researchers, gender experts, development consultants, and staff of agricultural research centers and international organizations (i.e., Oxfam, the United Nations World Food Program). The common thread connecting these diverse authors is an emphasis on practical and concrete solutions to address the challenges, such as lack of access to resources and infrastructure, lack of household decision-making power, and gender biases in policymaking and leadership, still faced by women in agriculture around the world. Ongoing issues in climate change will exacerbate many of these issues and several chapters also address environment and sustainability.
