As growth in government spending slows, the locomotive for growth will need to shift to increased demand for exports and domestically produced goods, requiring Tanzania to strengthen substantially its international competitiveness, accelerate structural change, and safeguard the environment while maintaining macroeconomic stability. For Tanzania's poor to be able to participate and benefit from important growth, a greater focus on rural development, improved governance of the management of Tanzania's natural resources, and better targeting of social services to the poor is suggested. Successful design and implementation of a shared growth strategy will also require a strengthening of policy management and coordination in Tanzania to ensure that scarce human and financial resources are effectively deployed.

Book excerpt: Tanzania is a politically stable, much aided country that has consistently grown economically during the first decade of the millennium, while also improving its human development indicators. However, poverty has remained persistent, particularly within rural areas. This collaborative work delves into the reasons why this is so and what can be done to improve the record. The book is the product of both Tanzanian and international poverty experts, based on largely qualitative research undertaken within Tanzania by the Chronic Poverty Research Centre (CPRC). The authors highlight and discuss the importance of macro- and micro-level causes of the persistence of poverty. The latter, on which the book is focused, centre around a negative dynamic affecting a large number of poor households in which widespread failure to provide household food security undermines gender relationships and reduces the possibility of saving and asset accumulation which is necessary for escaping poverty. This results in very low upward mobility. Vulnerability is widespread and resilience against shocks minimal, even for those who are not absolutely poor. Through an in-depth and broad analysis of poverty in Tanzania, the book provides alternative conclusions to those often repeated in the poverty discourse in international and local arenas. The conclusions were reached with the specific aim of informing political and policy debates within Tanzania.

Book excerpt: This study utilizes a recursive dynamic general equilibrium model calibrated with data for Tanzania to explore the link between agricultural and rural development spending and four development outcomes: economic growth, job creation, poverty reduction, and diet quality. Results show that no single expenditure option is the most effective in achieving all four desired development outcomes for Tanzania. Productivity-enhancing agricultural interventions in horticulture are effective at generating growth in the agri-food system (AFS) and improving diets, but have a limited effect on employment. Supporting cereal producers has large effects on growth and poverty reduction, with relatively high returns per dollar invested, but its effect on diet quality is weak. Providing livestock services to milk and poultry farmers consistently ranks high across the outcome indicators, with strong employment effects on downstream AFS. Crop research and development and feeder roads generate moderate impacts on all four outcomes. Partially reallocating the budget towards the most cost-effective spending options can substantially increase the development effectiveness for Tanzania of agriculture sector support expenditures. The approach adopted in this study can help policymakers design and prioritize agricultural interventions and expenditure portfolios that better reflect the country’s broad food system.

Book excerpt: Value chain development is increasingly perceived as an important approach for agricultural development in developing countries. This paper uses a Rural Investment and Policy Analysis (RIAPA) model for the mainland Tanzania economy to identify the agricultural activities and value-chains whose expansion will be most effective at fostering economic development along four dimensions: generating economic growth in the agricultural-food sector of Tanzania; reducing national and rural poverty; generating employment; and improving nutrition by diversifying diets. The results of scenarios run through the model suggests that there is no single value-chain that can achieve all of the policy objectives. Instead, a more balanced portfolio of value-chains would not only enhance agriculture’s future contribution to poverty reduction and economic growth, but also promote faster rural transformation and dietary diversification, both of which are needed to create job opportunities and improve nutrition outcomes over the longer-term. The analysis suggests that vegetables, coffee, milk, cotton, nuts, and oilseeds should be considered as “priority” value-chains, because these are the most effective at achieving multiple policy objectives. Other value-chains that meet several of the development objectives considered include maize, fishing, wheat and barley, rice, cattle, and poultry and eggs.
