This calls for accelerated reform efforts by the authorities to achieve higher, more inclusive, and more private sector-led growth, supported by external partners. In addition, mobilizing affordable external financing could help boost well-implemented public investment and provide a short-term impetus to growth and employment, thereby stabilizing difficult socio-political conditions on the ground and providing space for deeper structural reforms.

In this research, due to the lack of capital markets in some of the Arab countries we have been focusing on foreign direct investment as one of types of foreign investment. Foreign investment comprises foreign direct investment (FDI), which inflows have provided the strong impetus on economic development across countries. FDI serves as an important source of supply of funds for domestic investments, promoting capital formation in the host country. Nowadays, more attention is paid to the issues of foreign direct investments at both national and international levels. According to World Investments reports, many developing countries, including the Arab countries, have attracted only small amounts of FDI inflows despite their efforts towards the economic openness. It means many factors impede the flow of foreign capital to Arab countries. The attractiveness of investment is a set of features and factors that allow the investor to evaluate the potential of any country to be more attractive for investment than the other one. Many factors include economic factors, social factors and political factors, which lead to increase in foreign direct investment. The potential investor considers these factors when choosing a country for investments and evaluating investment attractiveness. The term of investment attractiveness refers to a set of factors that help to provide a suitable investment climate. The term of the investment climate means economic and financial conditions in a country that affect whether individuals and businesses are willing to do an investment there. This climate is usually available through improving the determinants of investment. The problem of policy makers in the Arab countries is to identify the factors that determine the investment attractiveness and to know the factors, which have the greatest influence on it. In this study, we are trying to find out the most important factors having influence on investment in Arab countries. Attracting investment is an important component of competitiveness for any country. It is worth mentioning here that competitiveness means the set of institutions, policies and factors that determine the level of productivity of the country.

Book excerpt: This 2019 Article IV Consultation with Saudi Arabia discusses that reforms are starting to yield positive results. Oil prices and production have been volatile, and uncertainties in the global oil market continue. Promoting non-oil growth and creating jobs for Saudi nationals remain key challenges. Non-oil growth is expected to strengthen further this year and over the medium term. Risks to the growth outlook are broadly balanced. The fiscal deficit declined in 2018; however, higher government spending has increased medium-term fiscal vulnerabilities to a decline in oil prices. Fiscal consolidation is needed to reduce these vulnerabilities. The fiscal framework should be further strengthened to help reduce the procyclicality of government spending. Reforms to improve the business environment are proceeding but need to be complemented by efforts to increase the cost competitiveness of Saudi labor. Government support to develop sectors of the economy should crowd in the private sector and be timebound and linked to performance.

Rapid population growth and booming oil revenues led to large increases in government spending in the GCC in the decade to 2014, which now stands high by international standards. This expenditure is dominated by compensation of employees and other current spending which are large in percent of GDP compared to Emerging Market (EM) countries and other oil exporters. This keeps overall spending above levels consistent with long-term fiscal sustainability and intergenerational equity. The international experience with large fiscal adjustments provides some key lessons for GCC countries. This experience suggests that growth outcomes improve when fiscal adjustments are sustained as part of credible multi-year fiscal plans, rely on expenditure more than revenue adjustment, and lead to improvements in expenditure composition (away from current outlays to more productive spending) and the structure of revenue (away from direct to indirect taxation). Successful fiscal adjustments also tend to be part of wider structural reforms that support growth.
