This is one of the examples cited in Richard Kuisel's engaging exploration of France's response to American influence after World War II. In analyzing early French resistance and then the gradual adaptation to all things American that evolved by the mid-1980s, he offers an intriguing study of national identity and the protection of cultural boundaries. The French have historically struggled against Americanization in order to safeguard "Frenchness." What would happen to the French way of life if gaining American prosperity brought vulgar materialism and social conformity? A clash between American consumerism and French civilisation seemed inevitable. Cold War anti-Communism, the Marshall Plan, the Coca-Cola controversy, and de Gaulle's efforts to curb American investment illustrate ways that anti-Americanization was played out. Kuisel also raises issues that extend beyond France, including the economic, social, and cultural effects of the Americanized consumer society that have become a global phenomenon. Kuisel's lively account reaches across French society to include politicians, businessmen, trade unionists, Parisian intelligentsia, and ordinary citizens. The result reveals much about the French—and about Americans. As Euro Disney welcomes travellers to its Parisian fantasyland, and with French recently declared the official language of France (to defend it from the encroachments of English), Kuisel's book is especially relevant.

Book excerpt: 'Public-Private Partnerships for Urban Water Utilities: A Review of Experiences in Developing Countries' analyzes the market growth of Public-Private Partnerships (PPPs) in the developing world since 1990, and the performance of more than 65 large water PPP projects representing more than 100 million people for access, service quality, operational efficiency, and tariff levels. Although a relatively small portion of the water utilities in the developing world are operated under PPPs (about 7 percent in 2007), the urban population served by private water operators has grown every year since 1990. Despite many difficulties encountered by PPP projects and a few contract terminations, a large majority of contracts awarded since 1990 are still in place. The track record for improving service and efficiency reaffirms the value of PPPs to help turn around poorly performing water utilities, even though the level of private financing did not match initial expectations. Over time, a more realistic market has developed, the number of private investors from developing countries has grown, and contract designs have become more pragmatic concerning risk allocations between partners. The water sector has many features that set it apart from other infrastructure sectors. This book suggests the need for careful consideration of those specificities to successfully involve private operators. Although concessions with private financing have worked in a few places, contractual arrangements that combine private operation with public financing appear to be the most sustainable option in many countries. Policy makers, stakeholders, and donors need to remain heavily engaged in the water sector, especially in the poorest countries and during a global financial crisis. This book contributes to a better understanding of the various options to tackle the many challenges of providing water and sanitation services to urban populations in the developing world.

Indeed, central banks are often now seen as 'the only game in town', and a place to put innumerable problems vastly exceeding their traditional remit. These new powers do not fit well, however, with the independence of central banks, remote from the democratic control of government. Central Banking in Turbulent Times examines fundamental questions about the central banking system, asking whether the model of an independent central bank devoted to price stability is the final resting point of a complex development that started centuries ago. It dissects the hypothesis that the Great Recession has prompted a reassessment of that model; a renewed emphasis on financial stability has emerged, possibly vying for first rank in the hierarchy of objectives of central banks. This raises the risk of dilemmas, since the Great Recession brought into question implicit assumptions that the pursuit of price stability would also lead to financial stability. In addition, the border between monetary and fiscal policy was blurred both in the US and in Europe. After reviewing the specific economic, social and political role of agriculture in the eight major agricultural countries - Burma, Thailand, Laos, Cambodia, Vietnam, Malaysia, Indonesia and the Philippines - since the end of the colonial period, the authors show how Southeast Asian agricultures have gradually satisfied local demand for food while catering increasingly to the world market for agricultural produce, predominantly through the export of industrial crops, with rice even remaining a major regional export. In terms of food security, the region has even been able to improve its position. All this has largely been achieved through massive intensification of cultivation and equally significant territorial expansion of the agricultural realm, a dynamic combination rarely achieved anywhere else in the world at such a scale. Expansion has even reached into the maritime domain, aquaculture growing even faster than agriculture per se. Both forms of expansion, on land as well as sea, are accentuating the pressure on environmental resources, particularly forests, including mangroves. It remains to be seen whether this gambling with the land and the sea can be sustained without jeopardizing regional food security. Not only are the stakes very high, but in nearly all countries agricultural policies, particularly those concerning agricultural frontiers and hence labour migration patterns, are increasingly defined by large scale private enterprises. Providing an insightful and critical overview of Southeast Asia's agricultural dynamism, Gambling with the Land is an indispensable reference book for all those interested in agricultural and environmental issues and an essential component of any library collection dealing with Asia.
