Recognition of this growing risk has highlighted a need to develop people's capacity to adapt to annually occurring events that could increase in frequency and severity over the coming years and decades. The goal of ensuring sustained levels of protective measures in communities susceptible to wildfire hazard consequences has proved to be elusive. This book examines why this is so and identifies ways in which sustained levels of preparedness can be facilitated. Major topics include: wildfire preparedness and resiliency in community contexts; socially disastrous landscape fires in southeastern Australia; landscape typology of residential wildfire risk; proactive human response to wildfires outbreak; forest fires in wildland-urban interface, wildfire risk management; “stay or go” policy in the line of fire; social dimensions of forest fire; the influence of community diversity; evaluating a community engagement initiative; response to fire threats; social media and resiliency; and building on lessons learned. Additional information includes the landscape fires in southeastern Australia, wildfire risk management in Portugal; fire preparedness in Greece, Cyprus, and the Pine Barrens in the northeastern United States. The findings of research programs being conducted in the United States, Australia, Europe, India and South America are presented. The book includes case studies on the analysis and proposed actions of the wildland-urban interface being faced by Central Chile and South America. This book will provide a comprehensive and systematic review of the wildfire preparedness research and its application to the development of risk communications and public education programs.

Book excerpt: Broadly defined, All-lands Management (ALM) is a land management approach involving collaborative, science-based ecosystem restoration at the landscape scale, across ownership and jurisdictional boundaries. My research investigates collaborative groups working to reduce wildfire risk by applying ALM. Fire risk in the Pacific West (California and Oregon) is increasing in severity and extent due to fire suppression and is exacerbated by the effects of drought, climate change, and expanding residential development. For decades federal, state, and local entities have expressed the need to work collaboratively, across boundaries and ownerships to reintroduce fire back onto the landscape to restore forest resiliency. This research reveals barriers that prevent broader ALM utilization, framing the implementation difficulties as bureaucratic rigidity problems. Ultimately, the goal of my research is to reveal the capacities of the cases this study is based that enable ALM. I conducted in-depth interviews, participant observation, and document analysis with two case studies: the Western Klamath Restoration Partnership (WKRP) and the Ashland Forest Resiliency Stewardship Project (AFR). The cases demonstrate how ALM is being implemented in different contexts, as well as existing social, economic, and political barriers to its effective implementation. Both cases have employed principles of the 2010 National Cohesive Wildland Fire Management Strategy - by following these principles both groups aim to shift out of a full suppression model of fire management into a more resilience based model. Both have faced a plethora of challenges, but have problem-solved differently. I explore the ways the two cases developed strategies to enhance their capacities for ALM.

Book excerpt: In March and April of 2003, over 250 managers, researchers, and other participants gathered for a series of workshops at Oregon State University, the University of Arizona, and Colorado State University, near the largest wildfires of 2002. In response to the need for better understanding of large fires, the Wildland Fire Workshops were designed to create an atmosphere for quality interactions between managers and researchers and to accomplish the following objectives: (1) create a prioritized list of recommendations for future wildland fire research; (2) identify the characteristics of effective partnerships; (3) identify types of effective information, tools, and processes; and (4) evaluate the workshops as a potential blueprint for similar workshops in other regions. Through a series of professionally facilitated workshops, participants worked toward speaking with one voice about many key issues. Although differences emerged among individuals, disciplines, and geographic locations, many common themes emerged. Participants suggested that research should be framed in the larger picture of fire ecology and ecosystem restoration, be interdisciplinary, be attentive to the effects of fire at different scales over the landscape and through time, and be focused on social issues. Effective partnerships occur when direct interaction takes place between people at multiple stages, adequate time is allowed for partnership building, partners are rewarded and held accountable for their roles, and when dedicated individuals are identified and cultivated. Participants identified effective information, tools, and processes as those that are adequately and consistently funded, user-friendly, interactive between people at multiple levels, and often championed by key, dedicated individuals. A survey of participants at the final meeting in Colorado revealed that the workshops did in fact create an atmosphere for positive interactions between managers and researchers, and that with some refinements, similar workshops could be carried out in other regions with productive results.

Book excerpt: This synthesis provides an ecological foundation for management of the diverse ecosystems and fire regimes of North America, based on scientific principles of fire interactions with vegetation, fuels, and biophysical processes. Although a large amount of scientific data on fire exists, most of those data have been collected at small spatial and temporal scales. Thus, it is challenging to develop consistent science-based plans for large spatial and temporal scales where most fire management and planning occur. Understanding the regional geographic context of fire regimes is critical for developing appropriate and sustainable management strategies and policy. The degree to which human intervention has modified fire frequency, intensity, and severity varies greatly among different ecosystems, and must be considered when planning to alter fuel loads or implement restorative treatments. Detailed discussion of six ecosystems--ponderosa pine forest (western North America), chaparral (California), boreal forest (Alaska and Canada), Great Basin sagebrush (intermountain West), pine and pine-hardwood forests (Southern Appalachian Mountains), and longleaf pine (Southeastern United States)-- illustrates the complexity of fire regimes and that fire management requires a clear regional focus that recognizes where conflicts might exist between fire hazard reduction and resource needs. In some systems, such as ponderosa pine, treatments are usually compatible with both fuel reduction and resource needs, whereas in others, such as chaparral, the potential exists for conflicts that need to be closely evaluated. Managing fire regimes in a changing climate and social environment requires a strong scientific basis for developing fire management and policy.
