Book excerpt: In 2020, the outbreak of the COVID-19 pandemic triggered an increase in the number of migrants returning to their countries of origin. A significant proportion of these returnees moved back to rural areas. In this context, assisting returnees in the process of reintegration has become a key priority for stakeholders, both in terms of immediate and medium- to long-term support. This toolkit aims to support local stakeholders and actors in agrifood systems to integrate rural returnees into programmes and other initiatives to develop the agrifood sector. It provides resources to design and implement programmes and projects to facilitate the reintegration of returnees in rural areas. The ultimate objective is to coordinate these reintegration efforts with larger rural development and rural transformation efforts and stimulate mutually reinforcing outcomes that support the achievement of sustainable livelihoods and well-being for local populations. The publication also includes a variety of tools to guide stakeholders during all phases of the programme cycle in the designing and implementing interventions that align with the recommendations given in the forthcoming publication, Global lessons learned on sustainable reintegration in rural areas study report, which was commissioned by the Food and Agriculture Organization of the United Nations (FAO) and produced by Samuel Hall.

It examines the discourse and controversies surrounding the digital gender divide, including links to poverty and illiteracy. Major themes concerning women and ICTs are explored, such as women in the ICT workforce, how girls and women relate differently to ICT, and opportunities and barriers for women in science and technology in general. Current research relating to gender and ICT is often country-specific and is more prevalent in developed countries than in developing countries. This paper suggests where additional research is needed on barriers to women s entry and access to ICT. The overall objective of this paper is to influence policy dialogue around women and ICT for development by raising awareness of the digital gender divide. Economic opportunity for women in ICT will not be realized until policies address gender considerations and ensure that ICT investment contributes to more sustainable and equitable development.

Book excerpt: Since gender entered the development discourse in the Seventies, African countries have increasingly taken the concept on board in policy and practice. This concern may be due to either one or a combination of the following factors: the ideological positioning of African countries, demands by their donors and development partners, and demands by organised local groups and NGOs. Gender in the development discourse ought to transform power relations between men and women and shift them to social relations that reflect their equal access to productive resources, opportunities and social and material benefits. The result of such actions should be an achievement of comparable status of women and men. This volume, initiated by OSSREA, seeks to examine in more depth, issues regarding the gender-power imbalance in sub-Saharan African countries, with a specific focus on the eastern and southern African regions. The chapters in this book present research that examines and analyses the effectiveness and efficiency of gender mainstreaming policies, strategies and projects developed and implemented by national and international actors. The themes inter-weave with each other although they address gender issues in specific countries and specific contexts. This can be explained by the shared colonial and post-colonial heritage of African countries. It is useful, therefore, to view the structure of the book as a spiral of inter-connected issues that address similar themes, approaching them from different levels. Purely for ease of reading, the contributions have been organised into three parts, with over arching themes that at first glance may seem not to fit well together. A theme that runs through all the chapters is the persistence of patriarchal values and attitudes in Africa and its constraining effect on the achievement of gender equity and equality.
