Book excerpt: The past several decades have seen remarkable improvements in several major public health issues affecting young people: smoking rates are down, traffic crash fatalities have declined, and other unintentional injuries have declined in number. Yet, similar successes have not been replicated in mental health. Why are we, as a society, failing to make needed investments in children's mental health? How can we ensure that programs with the highest levels of evidence and economic returns reach a larger fraction of the young people and families who could benefit from them? Investing in Children's Mental Health investigates and addresses three interrelated questions:1) What are some of the best available investments to improve the mental health of children and adolescents in the United States? 2) To what extent are these investments being made? 3) What can practitioners, child-serving organizations, policymakers, and other stakeholders do to promote such investments? Daniel Eisenberg and Ramesh Raghavan open with a broad synthesis of the latest research and evidence, then introduce a series of case studies featuring interventions and programs spanning a variety of settings and age groups: home visiting programs, parenting programs, social and emotional learning (SEL) programs in schools, multisystemic therapy (MST) for troubled youth, and the Communities that Care framework for addressing youth substance use and wellbeing. The final sections distill key themes and offer recommendations for a range of stakeholders including policymakers, administrators, funders, and practitioners. By providing a road map to overcoming the barriers to progress for youth mental health, Investing in Children's Mental Health will help push forward our society's thinking and actions regarding this ongoing population health concern.

Book excerpt: Young adulthood - ages approximately 18 to 26 - is a critical period of development with long-lasting implications for a person's economic security, health and well-being. Young adults are key contributors to the nation's workforce and military services and, since many are parents, to the healthy development of the next generation. Although 'millennials' have received attention in the popular media in recent years, young adults are too rarely treated as a distinct population in policy, programs, and research. Instead, they are often grouped with adolescents or, more often, with all adults. Currently, the nation is experiencing economic restructuring, widening inequality, a rapidly rising ratio of older adults, and an increasingly diverse population. The possible transformative effects of these features make focus on young adults especially important. A systematic approach to understanding and responding to the unique circumstances and needs of today's young adults can help to pave the way to a more productive and equitable tomorrow for young adults in particular and our society at large. Investing in The Health and Well-Being of Young Adults describes what is meant by the term young adulthood, who young adults are, what they are doing, and what they need. This study recommends actions that nonprofit programs and federal, state, and local agencies can take to help young adults make a successful transition from adolescence to adulthood. According to this report, young adults should be considered as a separate group from adolescents and older adults. Investing in The Health and Well-Being of Young Adults makes the case that increased efforts to improve high school and college graduate rates and education and workforce development systems that are more closely tied to high-demand economic sectors will help this age group achieve greater opportunity and success. The report also discusses the health status of young adults and makes recommendations to develop evidence-based practices for young adults for medical and behavioral health, including preventions. What happens during the young adult years has profound implications for the rest of the life course, and the stability and progress of society at large depends on how any cohort of young adults fares as a whole. This disappointing incongruity stimulates a need to document our knowledge about these services and systems and to make it more broadly available. This is the primary aim of this new volume by a team of distinguished contributors. It reviews the causes and prevalences of psychiatric disorders in children and adolescents, the problem of health care financing for these services, the underutilization of these services, our current understanding of the outcomes of treatment, and the new models for both treatment and prevention. The book also provides a survey of current mental health services and sytems for children and adolescents in countries across the world. Information drawn from these multiple perspectives is has been used by a group of international experts to develop the Venice Declaration, providing specific guidelines for families, clinicians, administrators, and policy-makers who are concerned with the development of children and adolescents, and are committed to a more efficient economic approach to mental health services.

Over the last decade, a growing body of research has significantly strengthened understanding of healthy MEB development and the factors that influence it, as well as how it can be fostered. Yet, the United States has not taken full advantage of this growing knowledge base. Ten years later, the nation still is not effectively mitigating risks for poor MEB health outcomes; these risks remain prevalent, and available data show no significant reductions in their prevalence. Fostering Healthy Mental, Emotional, and Behavioral Development in Children and Youth: A National Agenda examines the gap between current research and achievable national goals for the next ten years. This report identifies the complexities of childhood influences and highlights the need for a tailored approach when implementing new policies and practices. This report provides a framework for a cohesive, multidisciplinary national approach to improving MEB health.

Book excerpt: Investing in Children: Work, Education, and Social Policy in Two Rich Countries presents new research by leading scholars in Australia and the United States on economic factors that influence children's development and the respective social policies that the two nations have designed to boost human capital development. The volume is organized around three major issues: parental employment, early childhood education and child care, and postsecondary education. All three issues are intimately linked with human capital development. Since both Australia and the United States have created extensive policies to address these three issues, there is potential for each to learn from the other's experiences and policies. This volume helps fulfill that potential. The authors demonstrate that in both nations, the effects of low family income and income inequality emerge early in life and persist. However, policies that increase parental employment, augment family income, and promote quality preschool and postsecondary education can boost children's development and at least partially offset the negative developmental effects of family economic disadvantage.
