Although IFI investments are only one of the tools that can be used to address food and agricultural water security, they can be a critical catalyst for change. A research study carried out by the Stockholm Environment Institute, under the direction of the FAO Investment Centre, examines IFI investments and financing mechanisms in agricultural water over the last decade (2010–2019) and identifies emerging goals, areas of investments and innovations. The study aims to provide IFIs and international development agencies insight into what has and has not worked in agricultural water investments, while offering promising new mechanisms and investment priorities for the future. The analysis focuses heavily on public investment as provided by IFIs, but also considers the role of private and public-private investment, and farmers as private investors and entrepreneurs. This publication is part of the Directions in Investment series under the FAO Investment Centre’s Knowledge for Investment (K4I) programme.

Only about 3% of the groundwater resources of Sub-Saharan Africa are used for irrigated agriculture despite the subcontinent’s relative abundance of groundwater. The majority of the region’s smallholders are highly dependent on seasonal dryland cropping, making them extremely vulnerable to uncertain weather patterns and droughts. Improved irrigation capabilities through sustainable groundwater development could unleash smallholder farming and make it a major driver of economic growth, poverty reduction, climate resilience, and improved food security. So, why is groundwater so underused? Tapping into groundwater requires a major shift in farming practices and it has its own challenges and requirements – smallholder access to land and finance for irrigation infrastructure and equipment, gendered and equitable adoption options. This whole list is framed in terms of what the smallholder farmers need. Hence, this should also be put in this context, supply chains, energy access, resource availability, and institutional support. The chapters in this book present a picture that is not only heterogeneous across the region, but also hold some common denominators. They serve to enrich the discourse and help better understand the barriers along the pathways toward the sustainable and transformative adoption of groundwater irrigation. The scientific information provided herein would be of interest to researchers, practitioners, decision makers and planners with interest in the region. It critically reviews issues which continue to dominate the debate on water management for agricultural and food production. The book examines the validity of the claim that large water resources projects cause serious social and environmental damages using global and national datasets. The authors examine claims that the future of Indian agriculture is in rain-fed farming supported by small water harvesting. They question whether water-abundant eastern India could become the granary of India, through a groundwater revolution with the right policy inputs. In the process, they look at the less researched aspect of the food security challenge, which is land scarcity in eastern India. The book analyzes the physical, economic and social impacts of large-scale adoption of micro irrigation systems, using a farming system approach for north Gujarat. Through an economic valuation of the multiple use benefits from tank systems in western Orissa, it shows how value of water from large public irrigation systems could be enhanced. The book also looks at the reasons for the limited success in bringing about the much needed institutional reforms in canal irrigation for securing higher productivity and equity using case studies of Gujarat, Madhya Pradesh and Maharashtra. Finally it addresses how other countries in the developing world, particularly Sub-Saharan Africa could learn from Indian experience.

It then examines the main types of private investments and public policies that drive these trends: large-scale land acquisition, reassertion of large-scale infrastructure programmes for surface water irrigation, public subsidies and private initiatives that stimulate access to groundwater.
