Nuovi investimenti materiali e immateriali sono necessari per innalzare la produttività e i salari e far crescere così la domanda interna per consumi. Gli investimenti devono focalizzarsi sulle aree urbane, che rappresentano i nodi geografici, economici e culturali dell’economia europea e possono essere un grande laboratorio per lo sviluppo di nuovi prodotti, servizi e occupazione. La "nuova politica industriale e regionale" deve stimolare la creazione di nuova conoscenza, la fiducia nel futuro, la volontà di intraprendere delle imprese. La proposta di politica economica, industriale e regionale del Gruppo di Discussione "Crescita, Investimenti e Territorio” mira a promuovere lo sviluppo delle reti di innovazione e di conoscenza, la collaborazione tra i diversi attori nei sistemi di innovazione nazionali, regionali e locali, e il sostegno all’innovazione e all’investimento da parte delle università, delle banche, dei lavoratori, del sindacato, delle amministrazioni pubbliche e delle associazioni dei cittadini e consumatori. Risulta necessario potenziare le istituzioni intermedie, adottare moderne forme di governance multilivello, assicurare un maggiore decentramento delle decisioni di politica, e rafforzare le capacità progettuali delle istituzioni pubbliche locali e la loro capacità nella fornitura di nuovi servizi pubblici, di migliore qualità e più efficienti. La ripresa dell’economia europea e italiana e la fiducia nel futuro di una più solida integrazione europea devono iniziare da una “nuova politica industriale e regionale” centrata su un grande programma europeo di investimenti innovativi, che parta dal territorio e si concentri sulla rete delle centinaia di città e regioni europee delle diverse dimensioni, ove operano le imprese e vivono i cittadini.

Book excerpt: The concept of resilience has arisen as a “new way of thinking”, becoming a response to both the causes and effects of ongoing global challenges. As it strongly stresses cities’ transformative potential, resilience’s final purpose is to prevent and manage unforeseen events and improve communities’ environmental and social quality. Although the resilience theory has been investigated in depth, several methodological challenges remain, mainly related to the concept’s practical sphere. As a matter of fact, resilience is commonly criticised for being too ambiguous and empty of meaning. At the same time, turning resilience into practice is not easy to do. This will arguably be one of the most impactful global issues for future research on resilience. The Special Issue “Bridging the Gap: The Measure of Urban Resilience” falls under this heading, and it seeks to synthesise state-of-the-art knowledge of theories and practices on measuring resilience. The Special Issue collected 11 papers that address the following questions: “What are the theoretical perspectives of measuring urban resilience? What are the existing methods for measuring urban resilience? What are the main features that a technique for measuring urban resilience needs to have? What is the role of measuring urban resilience in operationalising cities’ ability to adapt, recover and benefit from shocks?”

But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Against this backdrop of growing disenchantment, Giacomo Corneo presents a refreshingly antidogmatic review of economic systems, taking as his launching point a fictional argument between a daughter indignant about economic injustice and her father, a professor of economics. Is Capitalism Obsolete? begins when the daughter’s angry complaints prompt her father to reply that capitalism cannot responsibly be abolished without an alternative in mind. He invites her on a tour of tried and proposed economic systems in which production and consumption obey noncapitalistic rules. These range from Plato’s Republic to diverse modern models, including anarchic communism, central planning, and a stakeholder society. Some of these alternatives have considerable strengths. But daunting problems arise when the basic institutions of capitalism—markets and private property—are suppressed. Ultimately, the father argues, all serious counterproposals to capitalism fail to pass the test of economic feasibility. Then the story takes an unexpected turn. Father and daughter jointly come up with a proposal to gradually transform the current economic system so as to share prosperity and foster democratic participation. An exceptional combination of creativity and rigor, Is Capitalism Obsolete? is a sorely needed work about one of the core questions of our times.
