Book excerpt: Laboratory tests have demonstrated that plutonium metal, as well as aluminum, stainless steel, Hastelloy C, and other alloys, can be electrolytically dissolved in nitric acid using the ''solution contact'' approach. Two sources of plutonium metal were evaluated, weapons' grade and a special reactor grade (42% 24°Pu, 12% 241Pu) from Savannah River, both yielding a dissolution rate of approximately one gram per ampere-hour. A current flow of 150 amperes was attained at 12 volts (limit of the power supply) and higher current should be possible at increased voltage. Since no fluoride was used in the actual dissolution, glass and 304 stainless steel components provided satisfactory performance. Preliminary investigations on the sludge formed (less than 1%) during electrolysis showed it to be soluble in a low fluoride-high nitric wash. The proposed electrolytic dissolver is recommended to replace the present metal dissolution process for the following reasons: (1) eliminates button sectioning--entire buttons are dissolved; (2) eliminates metal burning; (3) eliminates powder handling; (4) eliminates PuO2 dissolution; (5) reduces solids going to the recovery columns; (6) simple to operate; (7) relatively independent of plutonium metal source; (8) reduces operator time resulting in decreased cost and operator exposure; and (9) will directly dissolve many types of plutonium alloys and cladding materials.

Book excerpt: This report discusses the scoping study performed to evaluate the use of a catalyzed electrolytic process for dissolving {sup 237}Np oxide targets that had been irradiated to produce {sup 238}Pu oxide. Historically, these compounds have been difficult to dissolve, and complete dissolution was obtained only by adding hydrofluoric acid to the nitric acid solvent. The presence of fluoride in the mixture is undesired because the fluoride ions are corrosive to tank and piping systems and the fluoride ions cause interferences in the spectrophotometric analyses. The goal is to find a dissolution method that will eliminate these issues and that can be incorporated into a processing system to support the domestic production and purification of {sup 238}Pu. This study evaluated the potential of cerium(IV) ions, a strong oxidant, to attack and dissolve the oxide compounds. In the dissolution process, the cerium(IV) ions are reduced to cerium(III) ions, which are not oxidants. Therefore, an electrolytic process was incorporated to continuously convert cerium(III) ions back to cerium(IV) ions so that they can dissolve more of the oxide compounds. This study showed that the neptunium and plutonium oxides were successfully dissolved and that more development work should be performed to optimize the procedure.

Book excerpt: A fusion-melt and dissolution assay method has been developed and tested for the quantitative analysis of high-fired plutonium dioxide. The method employs fusion of the plutonium dioxide at temperatures greater than the melting point of an eutectic mixture of potassium pyrosulfate plus sodium peroxide. The resultant melt is then titrated directly by either controlled potential coulometry or a gravimetric titration, using standardized ceric sulfate as the titrant. It has been concluded from these investigations that by using the techniques described, high-fired plutonium dioxide (stochiometric) can be quantitatively dissolved and assayed to a degree heretofore beyond the state-of-the-art, while showing direct traceability to the Federal standards. After fusion, the dissolution and direct assay is applicable to existing routine analytical procedures. The method was designed so as to minimize physical handling, simplify the chemical operations, and maximize the personal safety of the analyst at an appreciable cost savings per analysis. (auth).
