Book excerpt: The low productivity of Bali cattle in West Timor has led to the decrease of the popularity of this area as one of the largest beef sources in Indonesia. Two determining factors responsible for the low productivity are the high mortality rate of Bali calf as a result of the birth season mostly falling in the dry season and the extensive cattle rearing system and the low growth rate of survival calves due to the suffer from under-nutrition in their earlier life. To address the high mortality rate, a technology called supplementation technology (ST) has been created from a series of studies that were conducted from 1998 to 2005 with participatory approach in some steps. The ST is a combination of two activities namely separating the calves from the cows during the day when the cows are grazing on the native pastures and uniting them in the evening and providing a supplement containing 18.6% crude protein to the calves during the separation. In order to prepare the ST to be disseminated to farmers, a long term research consisting of two phases has been conducted in four Districts in West Timor using a participatory approach that involved farmers and two other actors. The first phase, 2007-7008, was aimed to prove the efficacy of the ST and the second phase, 2009-2010, was aimed to facilitate a commercial adoption to the ST. The results of the 2007-2010 research showed that ST has provided advantages both technically and economically, it obtained good perception from participating farmers, and the establishment of a ST production mechanism. However, after the research was concluded, it was found that the ST was not sustainable adopted and only one farmer applied the ST temporarily. Therefore, this research aims to gain knowledge on why the ST was not used in practices by West Timor farmers on Bali cattle husbandry by unravelling factors that influence the nonsustainable adoption both at and above farmer level. The fieldwork of this research was conducted in two districts of the four districts of 2007-2010 research namely Kupang District and Timor Tengah Selatan (TTS) District. Data was obtained through observation, interviews, focus group discussions, and related documents. The collected data has been highlighted in the form of a time line of the development of ST processes and continued by means of an analysis using the broader dimensions of participation and innovation system failure framework. This research concludes that non sustainable adoption of ST is influenced by less participation aspect in a broader dimension that influences sense of need and sense of belonging of the stakeholders and the failure of Bali cattle husbandry system in supporting the ST from the system of institutions, interactions, and capacity and capability aspects.
