Book excerpt: Adopting e-Government Procurement in public contract has been advanced by scholar as a positive way of increasing SMEs access to public procurement market because it guarantees swift access to information, transparency in public procurement proceedings and removes bureaucratic bottleneck associated with government contracts. However, acceptance of the automated system of procurement by SMEs has been reported low in literature. This present study investigates three of the major factors that affect SMEs acceptance of e-Government Procurement in Nigeria. Data were collected using questionnaire from 200 SMEs owners and managers who were conveniently selected. Multiple regressions were used in analysing the data. The empirical findings indicate that cultural, security as well as legal factor affect SMEs acceptance of e-GP with cultural factor being the most significant predictor of e-GP acceptance decision.The study recommends that government must embark on massive enlightenment campaign to create awareness on the benefits of adoption of e-Government Procurement to all stakeholders particularly SMEs owners, ensure that the system is structured in a way that it will guarantee security and confidentiality of information and that relevant legal backing is given to the process.

Book excerpt: Twenty-first century has seen the migration of many governance functions and services to the Internet. The terms like e-governance and m-governance are no longer unfamiliar words but are a political reality. The adoption of e-procurement by government entities to optimize and economize public procurements has been the buzzword of transparent governance. In fact, e-procurement has been touted as the panacea for issues like corruption and bureaucratic red-tapism. Literature is replete with studies which underline numerous benefits of migration of procurement functions to the Internet. However, e-Government Procurement (e-GP) has not taken off in India, though it is an integrated mission mode project as a part of the National e-Governance Project (NeGP) launched by the Government of India in 2006. A recent review of the e-procurement implementation by the Government of India brought out that the progress of e-procurement project implementation has been dismal. Against this backdrop, the study aims to identify the Critical Success Factors (CSF) for e-procurement project implementation. The research methodology followed included a detailed analysis of e-procurement CSFs reported in research literature and qualitative study of a few successful e-procurement implementations in India. The study concludes that the existing CSFs and their study models do not take the cultural and project context dimensions into account. Therefore, the existing body of knowledge does not aid managerial decision making. Finally, the paper brings out research gaps and suggests directions for future research.

Book excerpt: SMEs are slow adopters of new technologies and understandably so because they are entangled in a vicious cycle of poverty. It is even more so for SMEs located in developing markets such as the sub-Saharan Africa. SMEs in these areas are faced with several difficult institutional and cultural bottlenecks which often impede their access to and use of new technologies. In Nigeria, the recently introduced cashless policy is one of many strategies intended to enhance SMEs' chances in the global e-commerce market as much as the general Nigerian economy. Studies reveal that Nigerian SMEs are slow to adopt and use this new technological innovation called the e-payment system (EPS) even when it can improve their chances to participate successfully in e-commerce. However, there is little in the literature to understand why and what is needed to be done to encourage and facilitate their participation in adopting and using this technology. This area of study has not been sufficiently explored. Thus, this thesis fills the void and explores the factors influencing EPS adoption and extent of use by SMEs in Nigeria.

E-procurement promotes greater accountability of the Government, increases efficiency and cost-effectiveness and enables equal access to the public sector market. Developing countries can use e-procurement as a tool to achieve better governance and enhance economic development. The International Conference on E-procurement assisted the participants to gain a better understanding of e-procurement and e-government, and build capacity for the planning and implementing of an e-procurement system. The workshop was intended to assist the participants in defining priorities and specific actions for progressing to e-procurement. Some of the topics addressed at this conference included: re-engineering internal processes of government/public administration, factors critical to the successful implementation of e-procurement including e-training of government officials; stakeholder participation in e-government projects; building community and government leadership; and security and privacy issues in e-procurement. Participants were required to submit a proposal for implementing e-procurement in their countries, which could potentially be executed.

Book excerpt: Electronic commerce (E-commerce) is a technological innovation that enables small to medium enterprises (SMEs) to compete on the same level with their larger counterparts. And it has the potential to improve efficiency and productivity in many areas and, therefore, has received significant attention in many countries of the world. A thorough analysis of the impact of the internet and e-commerce across firms, industries and economies is necessary to separate hype from reality. However, several researchers have called for the investigation of the association between the perceptions of e-commerce and the barriers to its adoption in developing countries. It is however on record that SMEs the world over are faced with significant challenges that compromise their ability to function and to contribute optimally to the respective economies where they operate. This study was conducted in three states of Nigeria (Lagos, Abuja and Enugu states) with the use of interviews to gather relevant data; the aim of which was to understand the challenges which serve as barriers to E-Commerce adoption by small and medium scale enterprises in the Nigerian context. Findings indicates that small and medium scale online present is at best unknown. The most common e-Commerce applications used by most SMEs include but not limited to the use of e-mails for communication purposes and a simple website for basic product information - information contained are usually outdated as most of these websites are hardly updated. Findings revealed, among others, that lack of and total absence of a regulatory framework on e-Commerce security, as well as technical skills, and basic infrastructures are some of the barriers to electronic commerce adoption. The findings however, provide a constructive insight to financial practitioners, governments as well as other stakeholders on the need to give e-commerce a place in all aspects of e-commerce activities.

E-Procurement was designed to make the procurement process more efficient, effective, and cost-effective and minimize corruption. The main purpose of this study was to determine the critical success factors in implementing e-government procurement for public sector organizations in Sri Lanka and to determine the critical success factors in implementing e government procurement for public sector organizations in Sri Lanka. A cross-sectional questionnaire-based survey was used to collect data and the study population was comprised of procurement divisions in Departments, State Managed Boards, Authorities, Commissions, Corporations, Bureaus, Institutes and Institutions and Government Banks. The sample of 162 organizations were selected as key respondents-based convenience and random sampling methods. Quantitative research approached was used in this study to discover the factors that influence the implementation of e-procurement. The findings of the multiple regression analysis showed there is a significant positive relationship between dependent variable (E-GP implementation) and four independent variables (Technology Infrastructure, Network Application, Human Capacity and Awareness and Supply Readiness).

The adoption of e-procurement results in cost savings to exchequer by increasing operational efficiency, transparency, competition among bidders and organizational effectiveness through automation of manual processes. The review of contemporary research literature brings out procurement process engineering, change management and top management support as some of the critical success factors for e-procurement project implementation. It is also well known that NeGP project was launched in 2006 with e-Procurement as integrated Mission Mode Project. A recent review of the e-procurement implementation by DIT, Ministry of Commn & IT brought out that the progress in this area has been dismal. Barring few states like Andhra Pradesh, Chhattisgarh etc, the project has not taken off. This lack of progress (when seen in the light of rampant corruption in India) becomes a cause of serious concern. In this backdrop we undertook study of various statues, rules and government order governing public procurement in India. In order to develop better understanding of the research domain we undertook template analysis of successful e-procurement implementation by State Governments of Andhra Pradesh and Chhattisgarh. In addition, we interacted with some of the stakeholders to elicit their views on how a legal framework could help in smoother and faster roll out of e-procurement projects in public sector. The research methodology followed included analysis based on an elaborate study of various government policies and guidelines and their impact. Fact findings are provided through journal articles, information hosted on government portals, statues, rules, regulations and government resolutions relating to e-procurement and government purchasing. The study concludes that since “Procurement” doesn't figure in either State List or in Concurrent List, therefore Indian Parliament can make law on the subject for the entire country. However, no separate law governing public procurement has been enacted in India. Finally, the paper brings out broad contours of a modal procurement law that would expedite the e-procurement implementation in India in an optimal manner.
