Considerando que la transferencia de tecnología depende no solamente de las actividades de las empresas multinacionales para difundir habilidades y talentos, sino también de los esfuerzos locales tales como el desarrollo de recursos humanos y las actividades de investigación y desarrollo de las empresas locales ¿qué papel pueden jugar las políticas para incentivar a los agentes interesados a invertir lo necesario? Los capítulos de este libro abordan estas preguntas basándose en la experiencia de los países latinoamericanos y asiáticos en desarrollo. Se muestra que las políticas gubernamentales tienen un papel importante por desempeñar, no solamente creando un clima atractivo de inversión para las empresas multinacionales de alto valor agregado, sino además incentivando a empresas locales y extranjeras a invertir en desarrollo de recursos humanos y en investigación y en desarrollo, lo cual facilitaría transferencias de tecnología y elevaría más el atractivo del país como lugar de inversiones. El libro identifica cinco líneas de política relevantes: a) políticas de desarrollo humano sensibles a la demanda, b) políticas bien apuntadas al tipo de inversión extranjera directa conveniente, c) coherencia entre la política de educación inicial y las políticas de educación continua y capacitación, d) políticas que expanden la capacidad de absorción local, y e) políticas que abordan las fallas del mercado de inversión en desarrollo de recursos humanos. Los responsables de las políticas, los tomadores de decisiones de las empresas multinacionales y nacionales, y los académicos pueden encontrar ideas e información de valioso interés en Inversión extranjera directa, tecnología y recursos humanos en los países en desarrollo.

En ambos escenarios es común la ausencia de directrices que, desde el más alto nivel de los gobiernos, prioricen las relaciones entre ambos países. Ese precario interés no se hace expreso en los encuentros diplomáticos, pero se palpa cuando se comparan las dinámicas económicas de India con otros socios latinoamericanos, lo cual motivó la investigación que se propuso en 2019 a ProColombia y cuyos resultados nutren y sustentan las problemáticas y planteamientos que presentamos en los diferentes capítulos de este libro. Un documento de investigación riguroso, generado en la academia para servir de herramienta de consulta a los hacedores de política pública, empresarios y agencias de promoción de inversión en India y en Colombia, también para investigadores y estudiantes que desean estudiar las dinámicas cooperativas y de asociación y las estrategias para la atracción de flujos de inversión que cumplan con los intereses de internacionalización del país.

Book excerpt: Las tendencias actuales hacia la implementación de políticas en material de Ciencia, Tecnología e Innovación comparten una característica común: fortalecer las interacciones entre instituciones nacionales de investigación e inversionistas extranjeros con miras a consolidar una efectiva transferencia de tecnología. El instrumento escogido para propiciar dicha interacción suele ser la Inversión Extranjera Directa (IED). Sin embargo, uno de los efectos de la reciente crisis económica ha sido el refuerzo de los sectores manufactureros en los países desarrollados lo cual, a su vez, reduce la posibilidad de que las Empresas Multinacionales des localicen sus facilidades de producción hacia países en desarrollo. Todo lo anterior, genera incertidumbre en cuanto a los efectos 'derrame' que justifican en buena parte la IED. Por otro lado, la tendencia de algunos países en desarrollo hacia la aplicación de criterios más selectivos respecto de la IED en, términos de (calidad de empleos y transferencia de tecnologías) podría abrir la puerta a eventuales conflictos que involucren los derechos de propiedad intelectual de los inversionistas, los cuales son objeto de protección ampliada vía los Acuerdos de Promoción y Protección de Inversiones (APPI's). Current trends on innovation policies in developing countries share a common feature: boosting interactions between local research institutions and foreign investors to achieve effective transfer of technology. The selected vehicle to achieve such aim is the encouragement of Foreign Direct Investment (FDI). However, as Multinational Corporations are likely to privilege the maintenance of research and Development (R&D) activities in home countries, some doubts emerge about concretion of so called spillover effects. At the same time, State's regulatory capacities start to be perceived as tool to improve the quality of FDI received by host countries. This paper aims to assess to what extent these attitudes may trigger reactions from foreign investors regarding possible affectations of the value of its intangible assets protected in the frame on International Investment Agreements (IIA's).
