Book excerpt: When WILHELM RUHLAND developed his plan for an Encyclopedia of Plant Physiol ogy more than three decades ago, biology could still be conveniently subdivided into classical areas. Even within plant physiology, subdivisions were not too difficult to make, and general principles could be covered sufficiently in the two introductory volumes of the Encyclopedia on the physical and chemical basis of cell biology. But the situation changed rapidly even during the 12-year publication period of the Encyclopedia (1955-1967). The new molecular direction of genetics and structural research on biopolymers had an integrating effect on all other biological fields, including plant physiology, and it became increasingly difficult to keep previously distinct areas separated. RUHLAND'S overall plan included 18 volumes and about 22,000 pages. It covered the entire field of plant physiology, in most cases from the very beginning. But, as each volume appeared, it was clear that its content would soon be outdated.

Promoting public participation means giving more weight to citizens and civil society actors in the definition of research needs and in the implementation of research and innovation. As yet, there is limited understanding of the implications of widespread use of public participation and as a result, there is a risk that it will become a burden for research and an obstacle to bridging the gap between research and society. This volume presents the findings of a three-year international study on innovative public participation. The resulting work studies the characteristics and trends of innovative public participation through a global sample of 38 case studies. It provides theoretical generalisations on the dynamics of public participation, suggestions for an evaluation framework and clear empirical examples of how public participation works in practice. Illustrated by best practice cases, the authors identify characteristics which contribute to successful public participation. The book is aimed primarily at scholars and practitioners of public participation, as well as research managers, policy makers and business actors interested in related issues. Book excerpt: 'The Sunken Billions: The Economic Justification for Fisheries Reform' shows the difference between the potential and actual net economic benefits from marine fisheries is about $50 billion per year, or some $2 trillion over the last three decades. If fish stocks were rebuilt, the current marine catch could be achieved with approximately half the current global fishing effort. This illustrates the massive overcapacity of the global fleet. The excess competition for the limited fish resources results in declining productivity, economic inefficiency, and depressed fisher incomes. The focus on the deteriorating biological health of world fisheries has tended to obscure their equally critical economic health. Achieving sustainable fisheries presents challenges not only of biology and ecology, but also of managing political and economic processes and replacing pernicious incentives with those that foster improved governance and responsible stewardship. Improved governance of marine fisheries could regain a substantial part of this annual economic loss and contribute to economic growth. Fisheries governance reform is a long-term process requiring political will and consensus vision, built through broad stakeholder dialogue. Reforms will require investment in good governance, including strengthening marine tenure systems and reducing illegal fishing and harmful subsidies. Realizing the potential economic benefits of fisheries means reducing fishing effort and capacity. To offset the associated social adjustment costs, successful reforms should provide for social safety nets and alternative economic opportunities for affected communities.

Similarities are not confined to climatic trends, but are also reflected in the physiognomy ofthe vegetation, in land use patterns and frequently in the general appearance of the landscape. The very close similarities in agricultural practices and sometimes also in rural settlements are dependent on the climatic and edaphic analogies, as well as on a certain commonality in qdtural history. This is certainly true for the Mediterranean Sea basin which in many ways represents a sort of ecological-cultural unit; this is also valid for CaUfornia and Chile, which were both settled by Spaniards and which showed periods of vigorous commercial and cultural interchanges as during the California gold rush. One other general feature is the massive interchange of cultivated and weed species of plants that has occurred between the five areas of the world that have a mediterranean-type climate, with the Mediterranean basin region itself as a major source. In spite of their limited territorial extension, probably no other parts of the world have played a more fundamental role in the history of mankind.
