On recherche par la suite, à travers l'analyse du comportement d'information (recherche et consommation de l'information) de l'utilisateur, quels sont les facteurs explicatifs du phénomène constaté. On insiste sur les trois facteurs suivants : - la capacité limitée de traitement de l'information qui affecte l'utilisateur ; - l'effet du système informel qui concurrence les services formels que sont les bibliothèques ; - les difficultés d'ordre psychosociologiques liées à l'interaction utilisateur-bibliothèque. L'analyse de ces trois facteurs permet de préciser les attentes de l'utilisateur et de là, les objectifs de service d'une bibliothèque. Une fois ces objectifs d'efficacité précisés, dans la deuxième partie, on tente à l'aide des techniques quantitatives d'aide à la décision, de préconiser des solutions pour gérer efficacement l'offre de littérature périodique et monographique. Respectivement, on examine le "profil" de chacune de ces deux catégories de littérature en insistant sur le phénomène de concentration et dispersion et celui de l'obsolescence qui les touchent.
