Because some of them thrive in their new regions and harm the environment, the economy, and human health, the prevention and management of such invasive species has become a major local, national, and international policy initiative. Yet even though ecologists have been studying the negative (and sometimes positive) environmental impacts of invasive species and trying to curb their proliferation, and even though their work has in some cases stimulated public conversation and policy, politicians have generally ignored their recommendations. As a result, ecologists have achieved limited success in slowing the spread of invasives. They ve been realizing that in order to fully characterize the impacts of these species, they need to engage with other relevant disciplines across the social and legal sciences as well as the humanities. Drawing together a wide variety of ecologists, historians, economists, legal scholars, policymakers, and communication scholars, Invasive Species in a Globalized World aims to facilitate a dialogue among these various disciplines in order to fully understand invasives and stop their spread. Addressing the numerous challenges associated with reducing invasive impacts, the contributors provide direct policy recommendations, strategies for communicating the risks of invasive species, and insight into how public discourse drives our response to these risks."

Book excerpt: Evidence suggests that efforts to eradicate the Asian long-horned beetle appear likely to succeed, while the emerald ash borer and P. ramorum are likely to continue to infest and damage forest ecosystems indefinitely despite efforts to control them. The Asian long-horned beetle is a wood-boring insect from Asia that has caused separate infestations in parts of New York, New Jersey, and Illinois. Over 8,000 trees infested with the beetle have been removed, and over 600,000 trees have been chemically treated to protect against the beetle. As a result of these and other actions, federal and state agencies have been able to reduce the size of the infested areas. The emerald ash borer is also a wood-boring insect from Asia that has infested large areas in Michigan; Ohio; Indiana; and Ontario, Canada, killing an estimated 15 million trees. The pathogen P. ramorum is the causal agent of the disease known as Sudden Oak Death. It is of unknown origin and has infested large areas in central and northern coastal California and a small area in southern Oregon. This book examines these key environmental issues. Following an introduction (chapters 1-2), part II (chapters 3-8) includes a variety of discussions about what is known about how to build a livestock insurance programme. It begins with a look at the conceptual basis for government involvement in the management of livestock diseases, including prevention, control, regulation and eradication. This discussion is picked up by looking at incentive compatibility and insurability conditions in the private sector, emphasizing how livestock disease management is unique. Compensation is also examined, including what losses should be compensated, choosing a method to value the losses, determining the portion of losses to compensate, and outlining a potential role for insurance. Finally, the complexity of the risks at the farm level is demonstrated using a model that evaluates revenue insurance. Part III (chapters 9-20) offers a diverse discussion about disease management issues and programmes in Australia, Canada, Europe and the USA. These chapters include more discussion about how to build economically sound insurance programmes, and observations are based on modelling or observing case studies. The book has a subject index.
