But although all the above-mentioned ideas have proved successful, when carried out by trained men and women full Of enthusiasm and thoroughly under standing the psychological principles upon which the ideas were based, nevertheless, when the carrying-out of these same ideas has been attempted by persons lacking in sympathy and full understanding of the principles, aims, and methods involved, they have Often been far from successful. Superintendents and teachers who condemn these ideas, after proving to their own satisfaction that they are worth less, remind me Of the first farmer in the town Of my boy hood to purchase a mowing machine. For a great many years this man had mowed his many rough and rather rocky acres by hand with the help Of a large crew Of hired men. But one spring the mowing-machine agent appeared in our town and as a result, by the time hay was ready to be cut, the farmer found himself possessed Of a brand-new mowing machine, resplendent in green, yellow, and red. The next morning he started out to mow the back field. Truly his trials that day were many. And when the machine, unable to stand any more Of his inexpert han dling, broke down late in the afternoon, he had succeeded in getting over only about as much ground as one good man with scythe and snath could have mowed in the same length of time. And what an untidy-looking job it was! The next day the farmer started his Old crew to mowing by hand. N 0 more Of that mowing machine for him. He could do more and better work in a day alone than could a man with a pair Of horses and a mowing machine. The mowing machine was a failure. He knew because he had tried it. In order to insure objectivity4 and ease of scoring, standardized tests are, almost without exception, composed of new - type exercises - that is, of exercises calling for very short responses, such as check marks, underlinings, single words, and so forth, on the part of students. Tests of this type lend themselves readily to the measurement of detailed facts, such as knowledge of the arithmetic combinations, the use of particular grammatical forms, historical dates, geographical facts, and so forth. They are, however, not well adapted to the measurement of ideals, attitudes, and perspectives, of power of analysis and synthesis, of organization and rearrangement, and Of other more or less similar outcomes that are supposed to be emphasized on the higher educational levels. It has been found very difficult to construct standardized tests to measure outcomes Of the sort just referred to. Moreover many per sons Object to employing them for the measurement Of such factual and other material as is adapted to their use for fear that so doing will overemphasize this outcome and minimize more desirable Ones. A great deal has been written and said Within the last few years concerning the matter of providing for the individual differences of pupils. This has been especially true since the introduction of standardized tests of general intelligence and achievement, altho their use is not necessarily involved. Many per sons have, however, assumed that the one involves the other and as a result there has arisen a considerable amount of confusion in the discussion of both provisions for individual differences and the use of standardized tests. Persons who have been strong advocates of the former have taken for granted that the results of tests should be the basis of classifying pupils, while others who are opposed to segre gating pupils on the basis of ability have denounced the use of stand ardized tests, apparently not realizing that they can be used for other purposes. The same thing has been true from the other side, that is, persons who believed or disbelieved 1n the use of tests have allowed their attitude on that subject to influence their belief about providing for individual differences. Therefore the writer is anxious to empha size the fact that neither one has any necessary dependence upon or connection with the other. Provisions were being made for individual differences long before standardized tests were introduced. Likewise standardized tests are used for many purposes that have no connec tion with providing for individual differences. Plans vs. Their execution. It should also be remembered that plans for taking care of individual differences may be good but that their execution may be faulty. For example, the plan of arranging homo geneous groups of pupils according to their ability may be a desira ble one but impossible to carry out because we are not'yet able to ascertain the true ability of pupils. Likewise, it may be desirable to provide for individual differences by maximum and minimum courses but we may not be able to determine what the content of these courses should be. A confusion of these two factors similar to that regarding provisions for individual differences and standardized tests has arisen. Plans that are probably very good are condemned merely because the schools using them have not been able to carry them out cfh ciently.' In considering the plans described in this circular it shouldbe remembered that practically none of them have been tried out under ideal conditions and probably most of them can not be for a considerable time to come, if ever. If favorable results are obtained from their use at present it is possible that still more favorable results can be obtained in the future, while if neutral or positively unfavor able results are obtained it is possible that these are due to weak nesses in execution and not in the plan itself.
