This report presents an overview of the model, including its basic purposes and its relationship to the planning and programming process. Some examples and suggested applications are presented. Only the general features of the model and the methodology it employs are discussed. The FORCE model has potential for application in analysis of future forces for research and development planning; studies of alternative weapon systems for mission-oriented subsets of the force; and analysis of alternative future basing plans, training structure, or other support issues. Book excerpt: The enormous technical accomplishments of the computer industry have led to the building of computers of all sizes and complexities. As the range of defense computer applications grows and the complexity of the tasks these systems are called upon to handle increases, the costs of developing the application software has also increased such that it has now become a dominant component in the total system cost. The purpose of this research is to provide those involved in the software cost estimation task with an introduction to Air Force computer resource acquisition and management in general; and specifically to investigate the applicability of the RCA PRICE-S software cost estimation model to Air Force applications system development. A mass of computer software acquisition and management study, policy, and guidance literature was reviewed, and an attempt was made to consolidate the most pertinent information into a description of the overall processes. Historical cost and schedule data were collected on 18 Air Force software development projects. This data which included systems of the three major Air Force applications areas of: embedded avionics; embedded command and control; and management data systems was used to calibrate and validate the PRICE-S cost estimation model. Based on the data available in this preliminary analysis effort, it appears that the PRICE-S model is compatible with current Air Force software acquisition and management techniques.

The enormously complex Air Force weapon system sustainment enterprise is currently constrained on many sides by laws, policies, regulations and procedures, relationships, and organizational issues emanating from Congress, the Department of Defense (DoD), and the Air Force itself. Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. Determine if the Air Logistics Centers have the necessary resources (funding, manpower, skill sets, and technologies) and are equipped and organized to sustain legacy systems and equipment and the Air Force of tomorrow. Identify and make recommendations regarding incorporating sustainability into future aircraft designs.

Book excerpt: "Forging a Total Force traces the evolution of the Guard and reserve from the Revolutionary War-era militias to today's operational reserve, an integral part of the nation's total force. In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve. Finally, the authors detail the policy changes made midstream in an attempt to address issues with the overextended force, such as balancing training and deployment with civilian lives and careers, providing health care to reservists, and integrating the active and reserve components.
