It covers the period from the Serbian state’s revolutionary rebirth in the early nineteenth century, under the rebel leaders Karađorđe Petrović and Miloš Obrenović; its turbulent history of wars, uprisings and dynastic rivalries; the triumph of Yugoslav unification in 1918; and the catastrophe of occupation by Nazi Germany in 1941. It shows how the birth of the modern nation-state involved the creation of a new elite—dynasty, army and bureaucracy—whose rule over the peasantry generated a popular resistance that would ultimately take form in Nikola Pašić’s mighty People’s Radical Party. The resulting struggle between elitist Westernisers and pro-Russian populists became entwined with the struggle for pan-Serb and Yugoslav liberation and unification. These causes came together with the Sarajevo assassination of 1914, which triggered the First World War. Existing histories of the Yugoslav kingdom that emerged from that war focus on the national conflict between Serbs, Croats, Bosnian Muslims and others, but Marko Attila Hoare challenges this narrative. He shows how the new kingdom’s politics continued to be dominated by the ongoing internal Serbian power struggle, bringing renewed disaster to Yugoslavia and its peoples.

Its publication was interrupted by the War, but was finished during a period of convalescence. The original intention was to relate the story of Serbia from the revival of her independence in the nineteenth century until the period just before the Balkan War of 1912, at which past history evidently melts into present politics. The aim was to show how the diplomacy of the Great Powers affected the destinies of Serbia in the nineteenth century, as a companion study to a similar one of Bavaria in the eighteenth century published previously under the title of Kaiser Joseph and Frederic the Great. In both the object was to draw attention to the unpublished sources of British diplomacy at the Record Office, which furnish material as rich and important as it is neglected. But, as the study progressed, it became evident that it could not be confined to the nineteenth century. The principles of strategy are eternal, and geography has affected diplomacy in Serbia in all ages in a strikingly similar way. It was well to show that the aims of Byzantium or Turkey or Hungary in the Middle Ages affected Serbia like the aims of similar Powers to-day. Book excerpt: The topics of extremism, violent extremism, and radicalization leading to terrorism have constituted an increasingly prominent area of policy interest and donor support in recent years, globally and in the western Balkans. Counterterrorism initiatives, as well as efforts to prevent and counter violent extremism (P/CVE), often reveal the need for broader reform, peacebuilding, and democratization strategies. While foreign donors and domestic authorities tend to focus on ISIS-inspired violent jihadism, in many countries in the region, and particularly in the case of Serbia, there are other forms of extremism—namely far-right nationalism, violent hooliganism, and neo-Nazi movements—that are often considered to be more of an imminent threat, particularly as they are often viewed as examples of “normalized” political expression. The dynamics of reciprocal radicalization, in which competing extremisms feed off of, reinforce, and even need one another, can create seemingly intractable conflict spirals of escalation and violence. This volume explores these dynamics in Serbia through original research, taking fresh perspectives that demonstrate that Serbia is vulnerable to many types of extremism, which can best be prevented by achieving the liberal, democratic, rights-based reforms that have remained elusive for more than two decades. This broad and holistic approach is important for Serbia and its neighbors as the security lens through which most research has been focused to date has done little to explain the deep and structural dynamics of radicalization and extremism in the region.
