It was late in the summer than the subject of this thesis suggested itself. Preliminary inquiries convinced the writer that comparatively little had been written regarding the importance of correct accounting as a basis for authoritative regulation of business, and especially of prices. It became obvious that in the supervision of public utility rates, accounting, for the most part, had been surprisingly neglected.
