In response, the FAO Investment Centre has updated the Social Analysis guides to address the evolving and volatile rural transformation context, providing programme managers, practitioners and field workers with a set of enhanced tools for the design, implementation and evaluation of inclusive investments in agrifood systems. Today’s investments must prioritize more demand-driven, people-centred, culturally sensitive and locally owned sustainable approaches, with increased attention to reducing gender and other inequalities. Moving beyond agriculture, The status of women in agrifood systems reflects not only on how gender equality and women’s empowerment are central to the transition towards sustainable and resilient agrifood systems but also on how the transformation of agrifood systems can contribute to gender equality and women’s empowerment. It provides a comprehensive analysis of the available evidence on gender equality and women’s empowerment in agrifood systems that has been produced over the last decade. The report also provides policymakers and development actors with an extensive review of what has worked, highlighting the promise of moving from closing specific gender gaps towards the adoption of gender-transformative approaches that explicitly address the formal and informal structural constraints to equality. This requires integrating child labour analysis into social protection policies and programmes, designing social protection programmes that address the underlying drivers of child labour and/or directly target families and communities prone to child labour. This guidance note analyses evidence related to both social assistance and social insurances as well as supportive functions in labour market programmes/livelihood support, social care services and their influence on child labour in agriculture. As a result, the guidance note outlines specific steps to integrate child labour analysis into social protection programmes targeting rural households depending on agriculture for their livelihoods.

Book excerpt: This paper investigates whether an increase in exogenous income through the Child Grants model of the Social Cash Transfer programme in Zambia fosters economic inclusion among rural women. We conceptualize economic inclusion as a transformative process comprised of four pillars: productive capacity, financial inclusion, social power, and psychological assets. Using experimental data, we find strong evidence of direct impacts of the Child Grant on the productive capacity, financial inclusion, and psychological assets of rural women. In addition to these direct impacts, we implement a mediation analysis to explore the potential mediating role of psychological assets in affecting the other pillars of economic inclusion. Through this approach, we find indicative evidence of indirect and mutually reinforcing relationships between changes in psychological assets brought about through the Child Grant and improvements in the productive capacity and financial inclusion of beneficiaries. Such results suggest that cash transfers might be effective in promoting women’s economic inclusion, both through the direct monetary effect and through the mediated effect of psychological assets.

It focuses specifically on gender-related roles, gender gaps and traditional knowledge in agriculture and natural resource management to better support women’s participation in value chains and the benefits they receive from value chain development. It calls for radical transformations to build resilient livelihoods, overcome gender inequalities and help rural women and men reduce their exposure and vulnerability to climate change and natural disasters. Furthermore, the transformations called for, which focus on gender equity, will increase the resilience of rural livelihoods to unforeseen events, such as the COVID-19 pandemic, particularly in view of the critical role women play in ensuring food security and nutrition.

Book excerpt: Over the last decade, social safety nets (SSNs) have rapidly expanded in Africa, becoming a core strategy for addressing poverty, responding to shocks, increasing productivity and investing in human capital. Poverty, vulnerability and well-being have inherent gender dimensions, yet only recently has gender equality been considered as a potential program objective. This study reviews the evidence on the impact of SSNs on women’s wellbeing in Africa, while contributing to an understanding of how SSNs affect gender equality. We first motivate and take stock of how gender shapes the design and effectiveness of SSNs in Africa. We then summarize evidence from rigorous impact evaluations of SSNs on women’s wellbeing across five key domains from 38 studies on 28 SSN programs across 17 countries. We find substantial evidence that, in many instances, SSNs decrease intimate partner violence and increase psychological wellbeing for women, as well as moderate evidence that SSNs increase dietary diversity and economic standing. We find minimal evidence that SSNs improve women’s food security and nutrition; however, few studies measure these outcomes for women. Finally, a substantial body of evidence reports on the impact of SSNs on women’s empowerment and intra-household bargaining power, however, with weak and mixed results. Our findings are generally promising, since most SSNs are not designed specifically to increase women’s wellbeing. However, the results show that household-level impacts do not automatically imply individual women benefit, and further that conclusions from global evidence reviews do not necessarily apply in Africa. There is little research that rigorously identifies the design features and impact pathways from SSNs to gender equality and women’s wellbeing, suggesting a priority for future research.

This paper aims to orient the future policy, research and programmatic work of national governments, practitioners and development partners on the adoption of a gender transformative approach (GTA) to social protection to improve results on rural poverty reduction, food security and nutrition. Social protection interventions rarely explicitly address social and gender norms and power dynamics at household level and beyond, but there is a growing demand to understand the potential of social protection policies and programmes to contribute to gender transformative outcomes. This paper critically examines the scope for social protection to be gender transformative and discusses the available evidence on gender transformative impacts of social protection. It also aims to identify how programmes can realistically become more transformative in their objectives, design features and outcomes.

Book excerpt: Asia-Pacific is home to well over half of all people worldwide who do not obtain sufficient dietary energy to maintain normal, active, healthy lives. To achieve SDG 2 in the region, more than 3 million people must escape hunger each month from now until December 2030. In most countries in the region, the diets of more than half of all very young children (aged 6–23 months) fail to meet minimum standards of diversity, leading to micronutrient deficiencies that affect child development and therefore the potential of future generations. The high prevalence of stunting and wasting among children under five years of age is a result of these deficiencies. Only four countries in the region are on track to meet the global target of a 40 percent reduction in the number of stunted children between 2012 and 2025.At the same time, the prevalence of overweight and obesity is rising steadily among children and adults, negatively affecting health and well-being. Addressing the resultant burden of diet-related non-communicable diseases places great strain on national healthcare budgets and also causes productivity losses. Social protection is an important way of reducing inequality and mitigating the impacts of disasters, and it is expanding in the region. A special section of this report discusses how to develop social protection programmes that accelerate progress in eradicating hunger and malnutrition.

Poor-quality diets have become a major driver for overweight and obesity and associated non-communicable diseases such as diabetes, heart diseases, and some types of cancers. Conflict and climate vulnerability have been identified as major obstacles to reaching Sustainable Development Goal targets related to malnutrition by 2030. In 2019, economic downturns and slowdowns hindered efforts even further. More recently, the COVID-19 crisis has imposed even harsher conditions to countries.Poverty and malnutrition are inevitably linked, and therefore addressing one can help address the other. Given that most of the world’s extremely poor people and stunted children live primarily in rural areas and rely mostly on agriculture, the agriculture and food systems approach can offer an opportunity to reduce both poverty and malnutrition. The food systems approach places equal emphasis on both the supply and demand dimensions that are critical for ensuring healthier diets and better nutrition for poor and vulnerable groups.This special issue of Policy in Focus is dedicated to answering a crucial question: How can a food systems approach be used to design and implement policies and investments that reach those most vulnerable to poverty, hunger, malnutrition, and suboptimal diets? We hope that the contributions contained in this volume, by leading academics and development practitioners, exploring the linkages between nutrition, food systems, and poverty, can help stakeholders and policymakers make inroads towards the promotion of food and nutrition security and the reduction of rural poverty.

Book excerpt: As social protection programs and systems adapt to mitigate against the COVID-19 crisis, gender considerations are likely to be overlooked in an urgent effort to save lives and provide critical economic support. Yet, past research and learning indicates that small adaptations to make program design and implementation more gender-sensitive may result in overall and equality-related gains. We summarize some of these considerations for LMICs across five areas: 1) Adapting existing schemes and social protection modality choice, 2) targeting, 3) benefit level and frequency, 4) delivery mechanisms and operational features, and 5) complementary programming. It is our hope that COVID-19 will be an opportunity to address, and not exacerbate, pre-existing gender inequalities and lay the groundwork for more gender-sensitive social protection programming in LMICs beyond the crisis, building toward the wellbeing of societies as a whole.
