Le texte est divisé, typographiquement, en gros et petits caractères : les premiers servent à l'exposé de l'essentiel . les seconds apportent soit des précisions complémentaires destinées à faciliter la compréhension, soit un approfondissement propre à ouvrir des voies à la réflexion. Principalement destiné aux étudiants de première année de droit et, plus largement, à tous les étudiants dont le cursus comporte une ouverture sur le droit, cet ouvrage, en ce qu'il présente une réflexion synthétique et globale, intéressera aussi les étudiants de troisième cycle et tous ceux qui sont attentifs à la vie sociale.

The following situations are typical. A French law school is teaching French law in the English language to foreign exchange students. Some US legal scholars are exploring the possibility of developing a generic or transnational constitutional law. European lawyers are actively working on the creation of a common private law to be translated into the 24 official languages of the European Union. Since 2004, the World Bank has been issuing reports ranking the attractiveness of different legal cultures for doing business. This book explores the binding effects of the legal instruments and analyzes the impact of the constraining factors originating from NIS-related domestic policies across Finland, France, Greece, Ireland, Luxembourg, and Poland upon the transposition of the NIS Directive. Combining insights from law and political science, the book offers a comparative empirical analysis of national policies and regulations regarding network and information security, as well as the national legal framework deriving from the NIS Directive’s transposition. After studying the historical roots of both interpretative acts, this research questions the level of protection taxpayers enjoy when relying on circulars and tax rulings and contains a review of decades of administrative case-law to assess the judicial discourse on taxpayers’ rights to certainty.
