Mining both political theory and more than 75 years of public opinion data, the book argues that Americans think about democracy in ways that go beyond voting or elected representation. Instead, citizens have rich and substantive views about the material conditions that democracy should produce, which draw from their beliefs about equality, fairness, and justice. The authors construct a typology of views about democracy. Procedural views of democracy take a minimalistic quality. While voting and fair treatment are important to this vision of democracy, ideas about equality are mostly limited to civil liberties. In contrast, social views of democracy incorporate both civil and economic equality; according to people with these views, democracy ought to meet the basic social and material needs of citizens. Complementing these two groups are moderate and indifferent views about democracy. While moderate views sit somewhere in between procedural and social perspectives regarding the role of democracy in producing social and economic equality, indifferent views of democracy involve disaffection toward it. For a small group of apathetic citizens, democracy is an ambiguous and ill-defined concept.

Book excerpt: Departing from the established literature connecting the political-institutional patterns of democracy with the quality of democracy, this book acknowledges that democracies, if they can be described as such, come in a wide range of formats. At the conceptual and theoretical level, the authors make an argument based on deliberation, redrawing power diffusion in terms of the four dimensions of proportionality, decentralisation, presidentialism and direct democracy, and considering the potential interactions between these aspects. Empirically, they assemble data on sixty-one democracies between 1990 and 2015 to assess the performance and legitimacy of democracy. Their findings demonstrate that while, for example, proportional power diffusion is associated with lower income inequality, there is no simple institutional solution to all societal problems. This book explains contemporary levels of power diffusion, their potential convergence and their manifestation at the subnational level in democracies including the United States, Switzerland, Germany and Austria.

The concept of democracy means that those governed — the demos — have a say in government. But different conceptions of democracy have left many out. Naomi Zack provides here a fresh treatment of the history of this idea and its key conceptions. In the ancient world, direct and representative democracy in Athens and Rome privileged elites, as did democratic deliberative bodies in Africa, India, the Middle East, and China. Plato, Aristotle, and Cicero were sceptical of mob-rule dangers of democracy. The medieval and renaissance periods saw legislative checks on monarchy, notably the Magna Carta. The social contract theories of Thomas Hobbes, John Locke, and Jean-Jacques Rousseau matched political expectations that national government be based on consent, for the benefit of those governed. The American Revolution established a new sovereignty, based on British government tradition. By contrast, the French Revolution heralded universal humanitarian ideals. In the nineteenth century, Jeremy Bentham, John Stuart Mill, Immanuel Kant, and Karl Marx focused on the democratization of society. Mary Wollstonecraft had championed women's education and rights and Mill advocated further for that cause. Movements for the abolition of slavery, women's suffrage, and labour unionization were organized. World War II brought a reset in the twentieth century, with new democratic governments for many countries, including India and South Africa, and new ideals. Karl Popper, Hannah Arendt, and John Rawls emphasized orderly government transition, inclusion, and fairness. Equalitarian goals have concerned racial and ethnic minorities, as well as women. The twenty-first century has brought fresh challenges, including disasters and uninformed electorates. Democracy among nations is a future goal.
