Book excerpt: This study explores consumer acceptance and valuation of a genetically modified (GM) staple food crop in a developing country prior to its commercialization. We focus on the hypothetical introduction of a disease-resistant GM banana variety in Uganda, where bananas are among the most important staple crops. A choice experiment is used to investigate consumer preferences for various banana attributes (bunch size, technology, producer benefit and price), and examine their opinions on GM foodstuff. Choice data come from 421 banana-consuming households randomly selected from three regions of Uganda. A latent class model is used to investigate the heterogeneity in consumers' preferences for banana attributes and to profile consumers who are more or less likely to accept GM bananas. Our results reveal that there is significant heterogeneity in consumer preferences across our sample. GM bananas are valued the most by poorer households located in the rural areas of the Eastern region. These food-insecure households would experience the highest benefits (i.e., welfare gains) from the commercial release of GM bananas. In contrast, urban consumers are less accepting of GM bananas, and they would experience significant welfare losses if GM banana is released. According to our welfare estimates, both the total welfare benefits acquired by the gainers, and the total welfare losses borne by the losers of this technology are significant and large. These results suggest the need for further investigation of the overall welfare effects of the introduction of GM bananas on the Ugandan society as a whole.

Book excerpt: A variable climate, political instability, and other constraints have limited agricultural development in African countries south of the Sahara. Genetically modified (GM) crops are one tool for enhancing agricultural productivity and food security despite such constraints. Genetically Modified Crops in Africa: Economic and Policy Lessons from Countries South of the Sahara investigates how this tool might be effectively used by evaluating the benefits, costs, and risks for African countries of adopting GM crops. The authors gather together studies on GM crops economic effects and impact on trade, how consumers view such crops, and other issues. They find that GM crops have had, on average, a positive economic effect in the nations where they were used and identify future steps for enhancing GM crop adoptions positive effects. Promising policy initiatives include making biosafety regulations that do not make GM crop development prohibitively expensive, fostering intraregional trade in GM crops, and providing more and better information about GM crops to consumers who might currently be skeptical of them. These and other findings in Genetically Modified Crops in Africa indicate ways biotechnology can contribute to economic development in Africa south of the Sahara.

Genetically Engineered Crops builds on previous related Academies reports published between 1987 and 2010 by undertaking a retrospective examination of the purported positive and adverse effects of GE crops and to anticipate what emerging genetic-engineering technologies hold for the future. This report indicates where there are uncertainties about the economic, agronomic, health, safety, or other impacts of GE crops and food, and makes recommendations to fill gaps in safety assessments, increase regulatory clarity, and improve innovations in and access to GE technology.

Book excerpt: Since their commercial introduction in 1996, genetically modified (GM) crops have been adopted by farmers around the world at impressive rates. In 2011, 180 million hectares of GM crops were cultivated by more than 15 million farmers in 29 countries. In the next decade, global adoption is expected to grow even faster as the research pipeline for new biotech traits and crops has increased almost fourfold in the last few years. The adoption of GM crops has led to increased productivity, while reducing pesticide use and the emissions of agricultural greenhouse gases, leading to broadly distributed economic benefits across the global food supply chain. Despite the rapid uptake of GM crops, the various social and economic benefits as well as the expanding rate innovation, the use of GM crops remains controversial in parts of the world. Despite the emergence of coexistence between GM, organic and conventional crops as a key policy and practical issue of global scale, there is no coherent literature that addresses it directly. Governments and market stakeholders in many countries are grappling with policy alternatives that settle conflicting property rights, minimize negative market externalities and associated liabilities, maximize the economic benefits of innovation and allow producer and consumer choice. This article sets out a partial equilibrium framework to evaluate the efficiency, distributional, and revenue implications of alternative policy responses. The model is applied to evaluate tariff reductions and targeted transfers in Madagascar. Although lowering tariffs generates substantial efficiency gains, these accrue mainly to the top half of the welfare distribution, and poor net sellers are actually worse off. Developing a system of targeted direct transfers to poor households is likely to be a substantially more cost-effective approach to poverty alleviation.
