They are not dimensionless lines as typically assumed in theoretical models and standard empirical analyses, but a zone populated by agencies that develop and administer regulations firms have to comply with when engaging in international trade, many of which have their own procedures. Borders can then easily become a labyrinth hard to get through. This is crucial because border agencies' procedures influence the time needed to ship goods from their origins to their destinations and can thereby affect trade, particularly in a context characterized by increasingly segmented production chains and rising lean retailing. Latin American and Caribbean countries have recently implemented various trade facilitation initiatives that aim to streamline the administrative processing of trade flows and accordingly reduce trading times. These initiatives include risk management, single windows, authorized economic operators, simplified postal exports, and expedited transit arrangements, all of which are cornerstones of the 2013 WTO Agreement on Trade Facilitation and have been subject of multiple international organizations' operations. Despite of being ubiquitous, evidence on the impact of these specific initiatives has been extremely limited. Lack of precise data has been a major obstacle. Out of the Border Labyrinth fills this gap and sheds entirely new light on the trade effects of such trade facilitation measures and the channels thereof. It presents the results of thorough impact evaluations, which have been carried out by applying rigorous methods on unprecedented transaction-level data for several countries in the region. These results reveal that trade actually expanded as a consequence of such facilitation measures and that the primary channel has been shipping frequency. Based on these econometric examinations and careful institutional case studies, Out of the Border Labyrinth systematizes a new line of trade policy research and informs policymaking and assistance activities by international organizations by providing tools that will help design and assess policies in an area that will be very active in upcoming years as countries work towards implementing the multilateral agreement reached in Bali.

Presentations at the conference covered a diversity of subjects, including the historic traditions of earthen architecture, conservation and restoration, site preservation, studies in consolidation and seismic mitigation, and examinations of moisture problems, clay chemistry, and microstructures. In discussions that focused on the future, the application of modern technologies and materials to site conservation was urged, as was using scientific knowledge of existing structures in the creation of new, low-cost, earthen architecture housing.

Tropical Conservation: Perspectives on Local and Global Priorities drew the majority of its contributors from this growing pool of scientists and practitioners working in Latin America, Africa, and Asia. It introduces important conservation concepts and illustrates their application as the authors directly capture real world experiences in their home countries in preventing biodiversity loss and sustaining ecological health. The book became one of the most influential works of the twentieth century, giving direction to modern linguistics and inspiration to literary and cultural theory. Before he died Saussure told friends he was writing up the lectures himself but no evidence of this was found. Eighty years later in 1996 a manuscript in Saussure's hand was discovered in the orangerie of his family house in Geneva. This proved to be the missing original of the great work. It is published now in English for the first time in an edition edited by Simon Bouquet and Rudolf Engler, and translated and introduced by Carol Sanders and Matthew Pires, all leading Saussure scholars. The book includes an earlier discovered manuscript on the philosophy of language, Saussure's own notes for lectures, and a comprehensive bibliography of major work on Saussure from 1970 to 2004. It is remarkable that for eighty years the understanding of Saussure's thought has depended on an incomplete and non-definitive text, the sometimes aphoristic formulations of which gave rise to many creative interpretations and arguments for and against Saussure. Did he, or did he not, see language as a-social and a-historical? Did he, or did he not, rule out the study of speech within linguistics? Was he a reductionist? These disputes and many others can now be resolved on the basis of the work now published. This reveals new depth and subtetly in Saussure's thoughts on the nature and complex workings of language, particularly his famous binary oppositions between form and meaning, the sign and what is signified, and language (langue) and its performance (parole).
