Book excerpt: Intratheater airlift delivers critical and time-sensitive supplies, such as blood products for transfusions or repair parts for vehicles, to deployed forces. Traditionally, military aircraft have provided this airlift. However, for various reasons, in recent years a number of commercial carriers have provided a significant amount of airlift within U.S. Central Command. But was this more cost-effective than using organic U.S. Air Force aircraft? To explore this question, the authors collected historical (2009) U.S. Central Command data and created models to identify the most cost-effective combination of commercial and organic airlift to perform the required movements. The calculations needed to address differences in fixed and marginal costs across alternatives as well as the effects of price elasticities of demand for commercial airlift providers. Model optimization runs showed a preference for U.S. Air Force-organic aircraft but suggested that commercial alternatives should be retained to supplement Air Force aircraft for a small fraction of movements. The authors further observed that U.S. Central Command planners could have benefitted from more sophisticated decision support tools to make daily intratheater cargo-aircraft allocation decisions.

Book excerpt: This report examines options for improving the effectiveness and efficiency of intratheater airlift operations within the military joint end-to-end multimodal movement system. The intratheater system, which serves the needs of deploying, redeploying, and sustaining forces during contingency operations, is part of the airlift component of the joint movement system. This report discusses the application of an expanded strategies-to-tasks (STT) decision support framework to Central Command's (CENTCOM's) theater distribution planning and execution. RAND uses the expanded STT framework to identify shortfalls and suggest, describe, and evaluate options for implementing improvements in current processes, organizations, doctrine, training, and systems. Specifically, they apply the framework to aid in improving planning and execution activities associated with developing airlift movement options in building and managing joint multimodal contingency movement networks. While the analysis centers on CENTCOM, the methodology and recommendations are relevant to other commands as well. The research for this report was completed in October 2004. The report should be of interest to combatant commanders and their staffs, mobility planners, logisticians, and planners throughout the Department of Defense (DoD), especially those in the Air Force and U.S. Transportation Command. The report is one of a series of RAND reports that address agile combat support issues in implementing the Aerospace Expeditionary Force (AEF).

How to study war? The student of tactics studies previous fights and mentally places himself in the position of the participants. Knowing what they knew, how would he have reacted? In hind sight, what was the best course of action, remembering that there is no one perfect solution? Any number of actions would have succeeded. The tactician must learn what would have worked best for him. For this reason, I have pulled together all the examples of convoy ambushes. The 20th century, Vietnam War, and current war in Iraq provide a wealth of examples of convoy ambushes from which to study. Unfortunately, the US Army did not record many good accounts of ambushes during the Vietnam War. Much of what is presented in this text is based upon oral interviews of the participants, sometimes backed by official record, citations or reports. For this reason, some of the ambush case studies present only the perspective of a crew member of a gun truck or the convoy commander. Since this academic study works best when one mentally takes the place of one of the participants, this view of the ambush serves a useful purpose. After my own review of the ambushes, I have drawn my own conclusion as to what principles apply to convoy ambushes.
