Book excerpt: This book looks at the debates on global value chains (GVCs) and free trade agreements (FTAs) as springboards for industrial development in developing countries, especially India. It connects the outcomes in GVC-led industrial restructuring and upgrading to industrial policy choices in trade and FDI liberalisation, in particular those through FTAs. With the share of manufacturing in GDP stagnant at around 15–16% since the 1980s, India’s policymakers have pinned their hopes on greater integration into GVCs to revitalise the manufacturing sector. The multiple FTAs the country has signed over the last few years, specifically the ones with the Association of Southeast Asian Nations (ASEAN), South Korea, Malaysia and Japan have been sought to be rationalised using the same argument. The book argues that failing to factor in the industrial policy causalities involved in sustainable indigenous technology development, structural barriers to the entry into GVCs, the assessments of the available evidence on the adverse impact of trade and FDI liberalisation as well as existing FTAs on firm-level incentives for undertaking domestic production, and the industrial policy constraints imposed by FTAs can prove costly for the trajectories of developing country economies, including India. Rich in data, this book will be useful to scholars and researchers of development economics, economics in general, development studies and public policy as well as government bodies, industry experts and policymakers.

The book incorporates several hypotheses to analyze demand-driven, supply-induced, industry-specific, and policy-oriented drivers influencing the level of bilateral aggregate and sectoral IIT in the Indian context. Moreover, several trade-related, labor specific and trade overlap induced factors dictate the growth trajectory and the employment level of an economy. Therefore, the current research conducts an empirical analysis to examine each hypothesis and provide significant findings to explore the relationship between key economic variables, their interaction effects, and their impact on the growth of the Indian economy.

Quantitative evidences show that trade in manufactured products has increased with rapid industrialisation leading to genesis of intra-industry trade. Measures of Grubel-Lloyd Intra-industry trade indexes for Indiaņs trade with the world, the Asian economies and the developed countries are calculated. It shows that Indiaņs intra-industry trade is more with the developed countries than with the developing countries. Also, we observe that burgeoning volume of intra-industry trade is positively associated with (i) per capita GNP; (ii) trade openness; (iii) share of manufacturing exports in total exports.

What factors have influenced firms participating in global business? Have state (both central and provincial) policies acted as catalyst for local firms? Not only does this study delve into these issues; it also painstakingly develops a comprehensive database that remains unique in the absence of reliable official statistics on this subject to date. Efforts have been made to establish a reasonably consistent dataset for the period 1990-2008 derived from the CMIE-PROWESS database. Care has been taken to condense the data and classify it by sector, location, size and ownership. The study delineates export patterns by firm and state and explores factors influencing export decisions according to sector, size and location. A further interesting aspect is the book’s critical examination of industrial and trade promotion policies at the state/regional level that might have contributed to or hindered exporting by firms. The states considered for detailed policy discussions are highly diverse and include Gujarat, Odisha and Karnataka. To address the glaring absence of literature on the role of subnational factors in enterprises’ export performance, a preliminary state-by-state analysis of the spatial determinants of firms’ export activities is also provided.

Realising the importance of East Asia in the emerging global economic order, India signed a FTA with ASEAN which came in to force from 1st January 2010. India - ASEAN FTA in trade in goods envisages reduction and elimination of tariffs in 89.34 percent of the product lines and the remaining 10.66 percent product lines are kept outside the ambit of tariff reduction in the negative list. For any Regional Trade Agreement (RTA) to be successful, it is imperative on partner countries to have favourable trade structure between them. Countries which got complementary trade structure are likely to trade more where as economies with similar trade structure often struggle to improve trade share unless there is substantial intra industry trade. Manufacturing sector is very important for India as it provides value added products and employment opportunities to the people. In this context, the paper looked in to the trade structure of India and ASEAN countries on the manufacturing sector to identify complementary sectors and product groups for enhanced trade cooperation. Revealed Symmetric Comparative Index (RSCA) is constructed at three levels namely product group, HS-2 and HS-4 to get trade complementarity and Similarity. From the analysis it is revealed that there are complementary products available in the manufacturing sector for greater cooperation between India and ASEAN.
