Download or read book Interstate Water Compacts written by Joseph F. Zimmerman and published by State University of New York Press. This book was released on 2012-10-12 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: Long taken for granted, water resources are rapidly becoming a contentious issue within American politics. Continuing population growth and rapid development, coupled with environmental events such as droughts, have led to increasing water shortages in sections of the nation. In Interstate Water Compacts author Joseph F. Zimmerman highlights the growing importance of water issues within the United States and a device that has been instrumental in facilitating interstate cooperation to solve water-related problems: the interstate compact. This groundbreaking work is the first to devote itself exclusively to interstate and federal-interstate compacts pertaining to controversies including the abatement of water pollution, apportionment of river waters, economic development, flood control, inland fisheries, marine fisheries, and restoration to rivers of anadromous fish, such as salmon and shad. The process for entering into interstate and federal-interstate compacts is explained in detail, as is the exercise of original jurisdiction by the US Supreme Court to resolve intractable interstate controversies involving interpretation of provisions of compacts, water apportionment, and water pollution abatement. Zimmerman concludes by calling for the President, Congress, governors, state legislatures, and local governments to devote more attention and resources to finding solutions for water-related problems.

Download or read book Green Leviathan written by Inger Weibust and published by Routledge. This book was released on 2016-04-22 with total page 247 pages. Available in PDF, EPUB and Kindle. Book excerpt: The US, Switzerland and Canada are wealthy democracies that should be conducive to effective decentralized or cooperative environmental policy-making. However, a closer examination of their environmental policy over many decades finds no evidence that these approaches have worked. So does it matter which level of government makes policy? Can cooperation between sub-national governments protect the environment? Building on comparative case studies on air and water pollution and making use of extensive historical material, Inger Weibust questions how governance structure affects environmental policy performance in the US, Switzerland, Canada and the European Union. The research breaks new ground by studying formal and informal environmental cooperation. It analyzes whether federal systems with more centralized policy-making produce stricter environmental policies and debates whether devolution and the establishment of subsidiaries will lead to less environmental protection. An essential insight into the complexities of policy-making and governance structures, this book is an important contribution to the growing debates surrounding comparative federalism and multi-level governance.
