Book excerpt: The purpose of this study is to analyze the alternative growth paths open to a region under various policies designed to control the growth oftour ism. This is motivated by the current interest of decision-makers in con trolling the growth of tourism. Such interest and any policies which emanate from it may prove detrimental unless a thorough understanding of the consequences of these policies are the foundation upon which the decisions are made. The study consists of four parts, each is written by an author or a group of authors. Thus, while the logical sequence of the parts and the feedbacks among them unify the study, the methodology adopted in each is different, reflecting the diversity and dexterity of forecasting techniques in econo mics. This variety of techniques is desirable in itself as it exposes the reader to some of the alternative approaches. In chapter 1, the theory of regional growth, and in particular the dis tinction between the supply-based and the demand-based models, is dis cussed. The role played by natural resource constraints is shown to be absent from both types of models, and it is argued that this role can be investigated by considering the alternative growth paths available to the region through variations in the rate oftuilization of the resource. To ac complish that, however, a model of regional growth is needed. The empiri cal evidence provided favour a demand-type model. A model of this type is developed and utilized in succeeding parts of the study.

Book excerpt: 1 A number of economic explanations for the process of regional growth have been proposed in the literature. Apart from pure scholarly interest, under standing the factors that have promoted growth in some regions while others have been left lagging is of crucial importance for the design of policy aimed at helping "depressed" regions or promoting balanced growth among regions. The purpose of studying the process of regional growth is to delineate the variables that have the major influence on growth, to under stand the mechanisms through which these variables exert their forces, and to determine if the interactions of these forces alter the magnitudes of response or the manner in which a regional economy responds to stimuli. The first step in this process is the determination of the primary forces responsible for the growth or stagnation of a region. These forces should be few in number if the analyses of the mechanisms that transmit their effects and the interactions among those mechanisms are to be reasonably tract able. Regional economists cannot draw on many of the results of studies of the economic development of nations, for many of the forces isolated by development economists, such as culture, tradition, or barriers to free flows of goods and factors of production, have no viable role to play in the explanation of the variety of growth experience within a system of regions.

Book excerpt: The expansive nature of the dominant socio-economic model lead to the current globalized economy based on open borders, the laws of the open market and the integration of local economic systems. This has as central component the establishment of supranational institutional forms (such as European Union). Economic integration combined with the function of the open market did not result in the elimination of inequalities. Forecasted convergence was far from reached. Historically, in some regions local populations developed ethnically premised movements in order to defend their local identity and culture and promote their relative economic position. Emanating out of an array of distinct ethnic, cultural, religious, societal and economic backgrounds, in many cases such localist movements looked down on their central state government and national institutions and aspired towards the development of alternative localist institutions arrangements. This paper examines the complex inter-determinations between localist movements and regional inequalities, the type and function of the emerging inter-relationships, and their resulting impacts on the acuteness of the two sets of phenomena examined. Negotiating between contrasting theoretical claims we shall examine the evolution of specific localist movements in relation to the regional inequalities of the broader areas in which they appear. We centre our case studies on the dual sets of Castilla - Catalonia and Flanders - Wallonia, whereby in Catalonia and Flanders there have developed strong localist movements vis a vis the central states of Spain and Belgium respectively. Book excerpt: The purpose of this paper is to describe, discuss, and analyze recent patterns of interregional migration in the USSR and to provide some insight into the relationship between these movements and regional levels of development. The first of the four sections is aimed at providing a brief overview of interregional population movements from the latter years of the Russian Empire to 1959. This is followed by a selective review of post-1959 migration studies, most of which were written by Soviet authors. In the third section, data from these studies, the 1970 Census, and other sources are pieced together in an attempt to describe the changing patterns of interregional migrattion from 1959 through 1969. The paper concludes with an analysis of the regional migration balances for the last two years of this period as given by the 1970 Census.

The study comprises analyses of short versus long distance migration, moves and their motives, moves to and from the larger cities, moves into home-ownership, and moves connected with leaving the parental home, cohabitation and marriage. These analyses make an important contribution to our understanding of migration dynamics. The superiority of an approach featuring individual life course experience in addition to period and age over traditional Age-Period-Cohort approaches is also demonstrated.

These efforts have resulted in productive new forms of partnership and cooperation at all levels. While federal programs have sometimes supported these efforts, and while recent changes in federal policy have improved the climate for high technology development initiatives, in most cases both the initiative and the ongoing leadership have come from imaginative state and local leaders. This five-chapter report provides: (1) an overview of high-technology development (HTD); (2) a definition and analysis of high-technology industries; (3) a discussion of entrepreneurship and venture capital in HTD; (4) a discussion of state and local government, university, and private sector initiatives for HTD; and (5) an examination of the federal role in regional HTD. Three reports are appended: they concern (1) the theoretical base for high-technology location and regional development, (2) a regional assessment of the formation and growth in high-technology firms, and (3) a preliminary investigation of recent evidence on high-technology industries' spatial tendencies.
