But now, given its own policies of national development, Russia appears to have ‘limits to integration’. Today, much European political discourse again evokes East/West civilisational divides and antagonistic geopolitical interests in EU-Russia relations. This book provides a carefully researched and timely analysis of this complex relationship and examines whether this turn in public debate corresponds to local-level experience – particularly in border areas where the European Union and Russian Federation meet. This multidisciplinary book - covering geopolitics, international relations, political economy and human geography - argues that the concept ‘limits to integration’ has its roots in geopolitical reasoning; it examines how Russian regional actors have adapted to the challenges of simultaneous internal and external integration, and what kind of strategies they have developed in order to meet the pressures coming across the border and from the federal centre. It analyses the reconstitution of Northwest Russia as an economic, social and political space, and the role cross-border interaction has had in this process. The book illustrates how a comparative regional perspective offers insights into the EU-Russia relationship: even if geopolitics sets certain constraints to co-operation, and market processes have led to conflict in cross-border interaction, several actors have been able to take initiative and create space for increasing cross-border integration in the conditions of Russia’s internal reconstitution.

This follows from the support from the former EU INTERREG Community Initiative, since 1989, later transformed into the second main goal of EU Cohesion Policy, by 2007: European Territorial Cooperation - ECT. In order to present the ECT process in a more comprehensive manner, and to be the main literature reference regarding this process in the decades to come, this book is divided into four different sections and 12 chapters. The first section summarizes the main impacts and added-value from ETC experiences while proposing the elevation of the ETC goals within EU Cohesion Policies. The second section addresses the process of cross-border cooperation, and namely its impact in reducing border obstacles and supporting ever growing number of cross-border entities. The third section elaborates on the second most important ETC process (transnational cooperation) with a similar approach. Finally, a last section debates the future scenarios for this process in Europe.

Over its length of more than 2500 km, it connects the seaports of northern Germany with the Danube ports and Greek seaports. Seven capitals of EU member states are directly interlinked by the Corridor. At present however, it has genuine shortcomings in several aspects. The international working group Spatial and Transport Development in European Corridors: Example Corridor 22, Hamburg-Athens (2015-2018) trace the conditions for large scale, corridor oriented spatial and transport development in Europe and in particular along the Orient-East-Med Corridor. The contributions in the anthology also focus on the importance of transnational initiatives in Europe and on territorial effects of transport policies. These topics are illustrated by analyses of current transport initiatives and urban developments at the most important nodes along the Corridor, so called Hot-Spots. During the work process, the authors asked themselves, if and how a strategy for the Corridor can take effect for an integrated spatial and transport development between Hamburg and Athens. The common answer is clear: A strategy for the Orient-East-Med Corridor allows the organization of a more balanced flow of goods throughout Europe in the long run. In the southeast section, enormous land reserves in the close vicinity of railway stations can be activated for urban development. Strengthening the Corridors infrastructure thus has a huge potential to trigger spatial development and ultimately contribute to territorial and social cohesion throughout Europe.
