The objective of this background research for a larger RAND study, Interoperability: A Continuing Challenge in Coalition Air Operations, is twofold: (1) to help the U.S. Air Force identify potential interoperability problems that may arise in coalition air operations involving the United States and its NATO allies, as well as non-NATO countries, over the next decade and (2) to suggest solution directions to mitigate those problems. The study focus is on command, control, communications, intelligence, surveillance, and reconnaissance (C3ISR) systems and out-of-NATO-area operations. The authors present a data-based historical overview of the U.S. experience in coalition operations with NATO allies up to 1999 and seek to provide a deeper understanding of interoperability through the answers to several key questions: For what missions is interoperability required? With which NATO allies is interoperability required? For what capabilities and services is interoperability required? Detailed case-study analyses of coalition operations in Southwest Asia, Bosnia, Somalia, and Rwanda identify key interoperability challenges and workarounds (short-term solutions) at the strategic, operational, tactical, and technological levels, and provide relevant lessons for meeting these challenges and improving the interoperability of U.S. and NATO air and C3ISR capabilities.

Book excerpt: Airpower remains the cornerstone of NATO’s military advantage, so maintaining the ability to win air superiority over peer opponents in a conflict is key to long-term deterrence stability in both Europe and the Pacific. This Whitehall Paper examines the various modernisation and future capability development efforts being undertaken within NATO, and analyses the major threat systems and overall modernisation trends of the West’s main peer-competitors – Russia and China. US airpower capability development efforts are increasingly focused on countering the growing challenge from the Chinese military in the Pacific. To meet this challenge, the Pentagon is planning to transform the way it operates across all domains over the next 15 years. New platforms, weapons systems and increasing automation of command and control threaten to leave NATO allies behind. Current acquisition and modernisation plans of European air forces may eventually close the capability gap with current US theatre entry standard capabilities, but by then the US will have leapt ahead once more. Furthermore, many of the airpower capabilities which the US is pursuing for the Pacific theatre are significantly less relevant for the demands of deterrence against Russia in Europe. Given continuing dependence on US enablers on the part of other NATO members, a significant divergence in capability plans threatens to undermine crucial Alliance interoperability if not recognised and managed early.

At the same time, top-level national security and national military guidance and the preferences of top-level political and military decision makers increasingly require the U.S. military to participate in coalition operations. In some cases, coalition support is required for the United States to conduct successful military operations, and in most coalition operations the United States desires to share the burden. U.S. allies are also interested in coalitions because such operations provide them and with increased security and the opportunity to participate in military operations that the allies could not undertake unilaterally. A key element in coalitions is interoperability. It enables allied support for coalition operations and can increase the effectiveness and efficiency of U.S. and allied forces in such operations. However, because a predominantly technical treatment of interoperability cannot cover certain strategic and operational implications, the research described in this report uses a broad definition that is common to the U.S. Department of Defense and to NATO.

Book excerpt: During the more than three decades that have elapsed since the war in Vietnam ended, the U.S. Air Force and U.S. Navy have progressively developed a remarkable degree of harmony in the integrated conduct of aerial strike operations. That close harmony stands in sharp contrast to the situation that prevailed throughout most of the Cold War, when the two services lived and operated in wholly separate physical and conceptual worlds, had distinct and unique operating mindsets and cultures, and could claim no significant interoperability features to speak of. Once the unexpected demands of fighting a joint littoral war against Iraq in 1991 underscored the costs of that absence of interoperability, however, both the Air Force and the Navy quickly came to recognize and embrace the need to change their operating practices to accommodate the demise of the Soviet threat that had largely determined their previous approaches to warfare and to develop new ways of working with each other in the conduct of joint air operations to meet a new array of post-Cold War challenges around the world. This monograph describes the evolution of Air Force and Navy integration in aerial strike warfare from the time of the Vietnam War, when any such integration was virtually nonexistent, to the contemporary era when Air Force and Navy air combat operations have moved ever closer to a point where they can be said to provide both a mature capability for near-seamless joint-force employment and a role model for other possible types of closer Air Force and Navy force integration in areas where the air and maritime operating domains intersect.

They took the opportunity to reduce defence spending and foster their own national defence industries; interoperability was limited to air and maritime missions on a small scale. The 2014 Russian annexation of Crimea and war by proxy in eastern Donbass was a wake-up call, while China’s creeping seizure and fortification of islands in the South China Sea, as well as its relentless acquisition of Western technologies, similarly alerted the Western leadership to a less benign strategic environment. But the real shift occurred in 2022. China and Russia not only announced their ‘unlimited friendship’, but made clear their intention to reduce American hegemony by breaking up the NATO alliance and its Pacific equivalents. This volume is the first account of the challenges and solutions for so-called strategic integration in this coercive global situation. The contributors show, thematically and through selected national case-studies, how strategic integration and interoperability are conceived, debated, problematised and resolved. Book excerpt: The United States is increasingly participating in coalition military operations.Coalition support may be required for successful military operations and in most such operations the United States desires to share the burden. U.S. allies recognize the increased security that coalition operations can bring. Because interoperability is a key element in coalitions, RAND undertook research to help the Air Force identify potential interoperability problems that may arise in coalition air operations and to suggest nonmateriel and technology-based solutions. The research focus is on command, control,communications, intelligence, surveillance, and reconnaissance (C3ISR) systems in out-of-NATO-area operations. The authors' review of recent coalition air operations found that interoperability problems arose because of differences in doctrine, incompatible communications, different planning and execution systems, and different weapon system capabilities. For example, allies may lack sufficient all-weather, day and nightprecision-guided weapons. The authors suggest the following to increase interoperability in coalition operations: (1) common or harmonized doctrine for combined joint task force operations, from planning through assessment, (2) compatible or adaptable concepts of operation for airborne surveillance and control, (3) common information-sharing standardsand compatible tactical communication systems, and (4) expert, experienced personnel who understand the capabilities of coalition partners. From a technology perspective and cost considerations, C3ISR initiatives appear to offer the best opportunities for interoperabilityenhancements.

Book excerpt: This book offers a thorough appraisal of Operation Allied Force, NATO's 78-day air war to compel the president of Yugoslavia, Slobodan Milosevic, to end his campaign of ethnic cleansing in Kosovo. The author sheds light both on the operation's strengths and on its most salient weaknesses. He outlines the key highlights of the air war and examines the various factors that interacted to induce Milosevic to capitulate when he did. He then explores air power's most critical accomplishments in Operation Allied Force as well as the problems that hindered the operation both in its planning and in its execution. Finally, he assesses Operation Allied Force from a political and strategic perspective, calling attention to those issues that are likely to have the greatest bearing on future military policymaking. The book concludes that the air war, although by no means the only factor responsible for the allies' victory, certainly set the stage for Milosevic's surrender by making it clear that he had little to gain by holding out. It concludes that in the end, Operation Allied Force's most noteworthy distinction may lie in the fact that the allies prevailed despite the myriad impediments they faced.
