Book excerpt: This report is one of two issued as part of our overall audit of U.S. interoperability with North Atlantic Treaty Organization (NATO) tactical command, control, and communications. The report addresses the lack of combined (U.S. and Allied forces) doctrine, tactics, techniques, and procedures; the effectiveness of the Interoperability Improvement program, and the DoD's management of tactical C3 architectures. Tactical command, control, and communications (C3) systems are those systems that integrate various tactical combat elements into a focused, efficient, fighting force in conducting offensive and defensive ground, sea, and air operations. Interoperability is the ability of systems or forces to provide services to and accept services from other systems, units, or forces and to use the services to enable systems, units, or forces to operate effectively together. The Assistant Secretary of Defense (Command, Control, Communications and Intelligence) is responsible for the overall supervision of C3 matters. The Joint Staff Command, Control, Communications, and Computers (C4) Systems Directorate (J-6), is responsible for developing policies, plans, and programs for C3 systems to ensure adequate C3 support to the Commanders in Chief and the National Command Authorities for joint (U.S. forces only) and combined (U.S. and Allied forces) military operations. The Joint Staff Operational Plans and Interoperability Directorate (J-7) is responsible for increasing the warfighting capabilities of the unified and specified commands through joint doctrine, tactics, techniques, and procedures.

Book excerpt: U.S. policy is that equipment procured for U.S. Armed Forces employed in Europe under the terms of the North Atlantic Treaty Organization (NATO) should be standardized or at least interoperable with equipment of other NATO members. The NATO Air Command and Control Systems (ACCS) Program is intended to integrate the planning, tasking, execution, and control of all NATO tactical air operation--defensive (to include Surface-to-Air Missile employment), offensive, and support. Standardization Agreement (STANAG) 2101 requires each ratifying nation to identify, equip, and train personnel as the liaison for communications. This segment of the overall audit of tactical command, control and communications (C3) interoperability assessed DoD's commitment to and participation in NATO interoperability programs. A second segment of the overall audit, reported separately under Project No. 1RA-0048.01, evaluated the management of tactical C3 interoperability efforts within DoD and the internal controls to ensure the achievement of maximum interoperability.

Book excerpt: GAO reported on command, control, and communications (C3) interoperability among the military services and Department of Defense (DOD) efforts to attain a greater degree of interoperability. GAO found that, although DOD implemented initiatives to achieve interoperability, it did not achieve its objective because it: (1) failed to develop an overall C3 architecture; (2) took too long to revise its interoperability directive; and (3) had limited success in using common and compatible C3 equipment. GAO noted that the services: (1) experienced interoperability problems in Vietnam and Grenada and in joint exercises; and (2) still do not have compatible encryption equipment, antijam radios, and satellite terminals. GAO also found that interoperability problems result from the: (1) DOD decentralized management structure; (2) lack of clearly defined joint requirements; and (3) absence of an effective central enforcement authority to make the necessary interoperability decisions. GAO concluded that, although the Joint Tactical C3 Agency will need many years to complete the development of C3 architecture, it should help DOD achieve interoperability.

Book excerpt: This paper is an assessment of Department of Defense (DoD) and service initiatives to ensure joint interoperability of Command, Control, Communications, Computers, and Intelligence (C41) systems. Using a consolidated initiative matrix, visions and actions are reviewed to identify intent, and existing documents used by C41 system planners, designers, and developers are assessed against essential system development criteria, required baseline actions, to achieve interoperability. Findings reveal that interoperability development guidance and tools do not address mission-specific parameters of C4I systems. Not all C4I systems are the same. Mission-specific requirements dictate whether a system is interoperable or not. The current interoperability definition is quite vague for mission-specific systems, and existing DoD and service initiatives only address general guidance to focus system development. Common mission-specific cases are provided and demonstrate that achieving interoperability is more than general guidance and more than the ability to pass data or information through seamless interfaces to ensure that systems are functional. Interoperability must be further defined by analyzing a C41 system's unique mission. Finally, to guide C41 system design, a framework to establish quantifiable thresholds is developed and presented using existing joint doctrine.

Book excerpt: See report DOD does not have a well-defined process, including clear requirements, for certifying and authorizing telecommunications (telecom) switches. DOD's process is not fully documented, current, or complete. Additionally, the process lacks an effective enforcement mechanisms. As a result, DOD is increasing the risk that its certification and authorization process will be applied inconsistently and that the department's telecommunications will experience future interoperability problems. DOD attributed these weaknesses to the fact that the process is relatively new and still evolving. Further, DOD has not applied its telecom switch certification and authorization process consistently across vendors, and it has in some cases violated the department's interoperability policy. For example, while the Army required one vendor to remove its uncertified switch from one location, it allowed another vendor to install its uncertified switch at two locations, which violated the policy. However, in reviewing this and other examples of DOD's application of the interoperability certification and authorization process, GAO did not find that contracting laws and regulations had been violated.
