Book excerpt: The study questions whether, after a decade of remarkable progress in trade reform, Latin America and the Caribbean really integrates into the global market, offering a promising rapid growth, and good jobs for its workers. For despite the incidence of the loosely called "knowledge economy", the concern prevails that most countries' rich natural resources, still are the determining factor for exports. Policy recommendations include fostering openness to trade, market access, and foreign direct investment flows, in addition to building human capital, institutions, and public infrastructure, without disregarding the natural advantages. To this end, policymakers should aim at developing educational systems that provide quality education, focused on lifelong learning, and training activities to build human capital. Emphasis should follow on research and development (R&D) incentives, and innovations systems, arguing that countries should experiment with taxation incentives, and subsidies to promote both private, and public investments in R&D, (dependent on the institutional capacity of governments to enforce tax laws, and monitor the quality of investments). Moreover, evidence in this report, suggests that information, and communications technology (ICT) can reduce coordination costs, enabling an effective industrialization, and market access.

Book excerpt: The objective of this study is to analyze transportation costs incurred by Caribbean countries on their major export products to determine whether there is evidence of freight rate discrimination against these countries, or whether their transport costs are significantly different from those of other exporters. A key finding is that a distinction must be made between freight rates for air cargo services as opposed to ocean transport. For exports by ocean carriers the empirical evidence is quite different than that for air shipments. This study also finds that Caribbean exporters are more likely to experience adverse transport costs on food and agricultural raw materials than they are on manufactured goods where a relatively high percentage of shipments are by air. The report also suggests the following lines of analysis: how the Caribbean countries might best exploit the major cost advantage they have for products exported by air, why is ocean transport less cost efficient than air freight for Caribbean countries, and why do large adverse transport cost differentials appear to be concentrated in certain product groups like food and agricultural raw materials?

In the modern era, warfare came to play a crucial role in the formation of states, whereas the new wars emerging at the beginning of the 21st century have mostly gone together with the failure or collapse of states. The author draws out the key shifts involved in this process: from symmetrical conflicts between states to asymmetrical global relationships of force; from national armies to increasingly private or commercial bands of warlords, child soldiers and mercenaries; from pitched battles to protracted conflicts in which there is often little fighting and most of the violence is directed against civilians. Changes in weapons technology have combined with complex economic factors to make the prospect of endlessly simmering wars a real danger in the years to come. Against this background, the author outlines the rise of a novel form of international terrorism, conceived more as a political method of communication than as an element in a military strategy. The resulting challenges faced by Western governments, and the costs and benefits associated with any response, are taken up in a concluding section that contrasts the characteristic European and American approaches and examines the implications for the future of international law. This book will be of important to students of political science, international relations, war and peace studies, conflict studies and peace studies. With the purpose of improving command and control systems for the military, IPTO researchers strengthened time-sharing, laid the groundwork for graphics and parallel processing, contributed to the study of artificial intelligence, and developed the wide-area network that came to be known as the Internet. Transforming Computer Technology examines these and other developments at the Defense Department's Advanced Research Projects Agency in its heyday between 1962 and 1986. The authors show how Pentagon programs affected significant developments in both computer science and engineering. They analyze the management of the office, the origins and growth of important IPTO programs, and the interaction of the staff with the R & D community. They pay special attention to IPTO's role in executing research at the leading edge of computing and networking and in working with the military to transfer that research into practical use. And they show how, by the 1990s, the research results had been assimilated into systems both for the military and for civilian society.
