Book excerpt: The paper examines the effects of Internet access at school and/or at home on students' academic performance in urban areas utilizing a Brazilian unique dataset collected by the governmental agency “Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira” (National Institute of Educational Research Anísio Teixeira) or INEP for years 2007 and 2009. Using the propensity scores matching methodology the paper assesses the impact of internet on standardized Portuguese and mathematics tests that students in all public schools take in the 8th grade while controlling for an extensive list of variables which includes various household assets, parental education and involvement with student activities, the school physical infrastructure, safety, electronic equipments and library as well as teachers' academic history, experience and pedagogical strategies. Following Lechner (2001) the multiple treatment case is examined constituting of four alternatives: students with no Internet access at home or at school, students with Internet access at home but not at school, students with Internet access at school but not at home, and students with Internet access at home and at school. The results suggest that Internet access at home considerably improves test scores of 8th graders. The results hold for both Portuguese and mathematics tests and for both years 2007 and 2009. On the other hand, the Internet access at school either does not improve the academic performance of students (as it is the case for Portuguese test scores) or the effect is of much smaller magnitude (as it is the case for mathematics test scores) in 2007. In 2009 the impact of Internet access only at school is positive and significant though still of smaller magnitude. This improvement is most likely related to the “Broadband in Schools” program initiated in 2008 with the goal of bringing computer and broadband access to all public urban elementary and middle schools by the end of 2010. It is expected that this program has also promoted the awareness of the importance of internet use for students' education and, thus, motivated its use in pedagogical activities. Overall, the findings offer interesting implications from policy perspective. In the past decade policymakers in Brazil as well as in many other countries have allocated substantial funds to increase Internet access at schools. The results in this paper along with previous research suggest that the efforts to increase Internet access at schools can result in much higher magnitude of improvement of students' academic performance if they are combined with policy initiatives to increase home Internet access and incorporate Internet based educational tools at school.

Book excerpt: The launch of the Geostationary Defense and Strategic Communications Satellite (SGDC- 1) in 2017 materialized the Brazilian government's long-standing political desire to achieve national strategic communications. Representing one of the most expensive investments in the space and telecommunication sectors in 21st-century Brazil, the SGDC- 1 emerged in the public discourse not only as a high-capital and sophisticated artifact capable of fostering national pride but also as a savior of broadband Internet connectivity for Brazil's rural and remote schools. This thesis critically examines media cartographies and discourses surrounding the SGDC-1 and points out how Brazil's strategic agendas and modernization campaigns were channeled into connectivity initiatives in rural schools. By offering a humanistic approach to untangle the complex systems that enable the SGDC-1's operations throughout Brazil's territory, I unravel major points of contention in the conceptualization of rural schools as "dark spots of information" in government discourses. I then proceed to explore the government's use of the televisual as part of its strategy to frame what I call a "space-telecom propaganda." Drawing upon materials including government reports, popular press articles, datasets, court hearings, televisual texts, and satellite footprint maps, I demonstrate how the SGDC-1 functions not only as a high-technological artifact but also as a political tool interwoven with the government's efforts to shape how citizens engage with notions of the "global village" and "digital divide." Through a critical media studies approach, I describe how the satellite's sociotechnical relations reveal what remains largely obscure to Brazilian publics. From questions pertinent to militarization, governance, and public-private partnerships to issues of longterm strategies, sustainability, and potential infrastructural disruptions, I argue these issues deserve public scrutiny as the SGDC project might be at stake in the foreseeable future given the current political conditions. To mitigate those potential shortcomings, I suggest the creation of a National Internet Satellite Plan to undertake some of these questions and orient future policy frameworks that may rely on the SGDC's constellation for broadband-enabled inclusion, national integration, community development, and socioeconomic progress.

But to say that such aspect of the information society has been the main preoccupation of the stakeholders all through the four Internet Governance Forums so far is arguably exaggerated. Digital inclusion has in fact been relegated to a secondary level of importance in the general worldwide internet governance debate. There are already two billion people surfing the web and most developed countries have very high levels of internet penetration. Even developing countries such as Brazil and China have reasonable and rising internet penetration levels. Even when discussing the so-called “digital divide”, we are no longer worried with internet access plain and simple but rather with broadband penetration. There's well-spread consensus among people that internet access is indispensable in our day-to-day lives and yet some take for granted the efforts needed to effectively guarantee it for people in developing countries. Even if we could “declare the war won” (COMPAINE, 2001) in rich nations, there's indeed a long way yet to go before poorer nations achieve reasonable levels of internet penetration coupled with information literacy in order to grant their citizens a ticket into the information society. The concept of a fundamental right to internet access and the role that governments of democratic constitutional states must play in fulfilling it, along with proper judicial enforcement of such fulfillment, is what concerns our research. It is therefore an investigation of the constitutional law perspective of digital inclusion.

Book excerpt: This dissertation employs 18 months of ethnographic research (i.e., experienced-based social, cultural, and legal inquiry) to explore Brazil's new Internet Bill of Rights, the Marco Civil da Internet (MCI), and its impact on the poor and working class populations of Rio de Janeiro. Through its call for openness, promotion of Internet access as a civil right, and protection of net neutrality, the MCI seeks to advance democratic Internet governance in Brazil, a country known for its great social and economic inequality. Brazil has a population of approximately 210 million people and, as of 2016, roughly 95 million Brazilians lacked access to the Internet. This fact is relevant because Article 4 of the MCI promotes "the right of Internet access to all." By enacting the MCI, the Brazilian government has seemingly envisioned universal Internet access as a core feature of their attempt to overcome decades of societal inequalities and help achieve a more authentic democracy. As legislation, the MCI is a laudable model of democratic Internet governance. I argue, however, that the disjunctive nature of Brazil's democratic project reveals corresponding disjunctions in implementing the MCI's objectives. By examining the significance of Internet governance that attempts to advance civil rights through the promotion of Internet access, my work uses the Internet and digital technology as a lens to explore the meaning of democracy in the Brazilian context.
