They explain that program exchange is not the cockaigne one could assume with regard to the non-rivalry of media content and the huge Chinese TV market (more than 300 million TV households and an estimated 180,000 hours of weekly broadcast time across all TV platforms), but that many economic peculiarities of the media that only can be read in the footnotes of economic text books are highly relevant in practice. To trade TV programs with China thus requires a solid knowledge about the TV business in general, but also about the Chinese media order and the Chinese society, and the Chinese way of business.

Given its' importance, both culturally and politically, the television industry is one of the most interesting industries in China. However, a quick review of regulations and market realities showed that there are virtually no foreign channels in the country and probably won’t be for a while; therefore the focus of this report is foreign television content entering China - and, to a slightly lesser degree, Chinese content in global markets. All video genres are discussed here, with news and current affairs programming being a special case. The first part of this report is a short introduction that includes the history of political influence and a review of existing regulations. After this overview, the industry and major players (namely CCTV, Xinhua, News Corp, Phoenix, Disney, Discovery, Viacom) are introduced and analyzed. Here, the issue of cultural imperialism, or Western media influence, is elaborated on. Then, the paper discusses the opportunities for international firms in the Chinese media market and the tension between Government control and market liberalisation. A compelling answer to the question of who will dominate the domestic market in ten years is developed. Finally, the impact of Chinese content on international markets will be assessed within the same timeframe. This is particularly interesting as media is not a traditional manufacturing industry and poses different challenges i.e. creative skills.

Unravelling the implications of these changes is vital for understanding the politics of Chinese media policy-making and regulation, and thus a comprehensive study of this history has never been more essential. This book studies the transformation of the policy and regulation of the Chinese television sector within a national political and economic context from 1996 to the present day. Taking a historical and sociological approach, it engages in the theoretical debates over the nature of the transformation of media in the authoritarian Chinese state; the implications of the ruling party’s political legitimacy and China’s central-local conflicts upon television policy-making and market structure; and the nature of the media modernisation process in a developing country. Its case studies include broadcasting systems in Shanghai and Guangdong, which demonstrate that varied polices and development strategies have been adopted by television stations, reflecting different local circumstances and needs. Arguing that rather than being a homogenous entity, China has demonstrated substantial local diversity and complex interactions between local, national and global media, this book will be of interest to students and scholars of Chinese media, politics and policy, and international communications.

Book excerpt: Caring in Times of Precarity draws together two key cultural observations: the increase in those living a single life, and the growing attraction of creative careers. Straddling this historical juncture, the book focuses on one particular group of ‘precariat’: single women in Shanghai in various forms of creative (self-)employment. While negotiating their share of the uncanny creative work ethos, these women also find themselves interpellated as shengnü (‘left-over women’) in a society configured by a mix of Confucian values, heterosexual ideals, and global images of womanhood. Following these women’s professional, social and intimate lives, the book refuses to see their singlehood and creative labour as problematic, and them as victims. It departs from dominant thinking on precarity, which foregrounds and critiques the contemporary need to be flexible, mobile, and spontaneous to the extent of (self-)exploitation, accepting insecurity. The book seeks to understand– empirically and specifically–women’s everyday struggles and pleasures. It highlights the up-close, everyday embodied, affective, and subjective experience in a particular Chinese city, with broader, global resonances well beyond China. Exploring the limits of the politics of precarity, the book proposes an ethics of care.

Book excerpt: This book argues that the gap between the official transparency rhetoric and the censorship reality has demonstrated the discrepancy between what the Party is and what it claims to be. Such a discrepancy is manifested by the reality that the reformed news industry, a hybrid of market-oriented commercialization and party-state control, has largely failed to deliver either the voice of the disenfranchised groups or the value of journalism. To observe the discrepancy, this book investigates the role of transparency in the Chinese news media. Media transparency, which goes beyond the issue of censorship and press freedom, has been undermined by the consensus reached between the party-state and the media on political and market control. It is this mutually accommodating and benefiting scheme between power and profits that has been hollowing out the substance of the transparency rhetoric and distorting the Marxist idea of press freedom as freedom for all. This book argues that the cause of such a gap between rhetoric and reality is rooted in the disjuncture of political representation of both the party-state and the profit-seeking media.

Book excerpt: The 2010s have seen an explosion in popularity of Chinese television featuring same-sex intimacies, LGBTQ-identified celebrities, and explicitly homoerotic storylines even as state regulations on “vulgar” and “immoral” content grow more prominent. This emerging “queer TV China” culture has generated diverse, cyber, and transcultural queer fan communities. Yet these seemingly progressive televisual productions and practices are caught between multilayered sociocultural and political-economic forces and interests. Taking “queer” as a verb, an adjective, and a noun, this volume counters the Western-centric conception of homosexuality as the only way to understand nonnormative identities and same-sex desire in the Chinese and Sinophone worlds. It proposes an analytical framework of “queer/ing TV China” to explore the power of various TV genres and narratives, censorial practices, and fandoms in queer desire-voicing and subject formation within a largely heteropatriarchal society. It intertwines the evolution of Chinese television drama particularly with the ascendance of the Chinese New Left that favors a recentralization of state authority and an alternative path towards China’s modernization and China’s current administration’s call for building a "harmonious society." Two types of serial drama are highlighted in this regard, the politically provocative dynasty drama and the culturally ambiguous domestic drama. The book also provides cross-cultural comparisons that parallel the textual and institutional strategies of transnational Chinese language TV dramas with dramas from the three leading centers of transnational television production, the US, Brazil and Mexico in Latin America, and the Korean-led East Asia region. The comparison reveals creative connections while it also explores how the emergence of a Chinese cultural-linguistic market, together with other cultural-linguistic markets, complicates the power dynamics of global cultural flows.
