Along much of this international border, water is what separates one country from the other. Border Water provides a historical account of the development of governance related to transboundary and border water resources between the United States and Mexico in the last seventy years. This work examines the phases and pivot points in the development of U.S.-Mexico border water resources and reviews the theoretical approaches and explanation that impart a better understanding of these events. Author Stephen Paul Mumme, a leading expert in water policy and border studies, describes three important periods in the chronology of transboundary water management. First, Mumme examines the 1944 Water Treaty, the establishment of the International Boundary and Water Commission (IBWC) in 1945, and early transborder politics between the two governments. Next, he describes the early 1970s and the rise of environmentalism. In this period, pollution and salinization of the Colorado River Delta come into focus. Mumme shows how new actors, now including environmentalists and municipalities, broadened and strengthened the treaty's applications in transboundary water management. The third period of transborder interaction described covers the opening and restricting of borders due to NAFTA and then 9/11. Border Water places transboundary water management in the frame of the larger binational relationship, offering a comprehensive history of transnational water management between the United States and Mexico. As we move into the next century of transnational water management, this important work offers critical insights into lessons learned and charts a path for the future.

Sterling Evans has curated nineteen essays to explore the contours of “big” agricultural history. Crops and commodities discussed include wheat, cattle, citrus, pecans, chiles, tomatoes, sugar beets, hops, henequen, and more. Toiling over such crops, of course, were the people of the North American West, and as such, the contributing authors investigate the role of agricultural labor, from braceros and Hutterites to women working in the sorghum fields and countless other groups in between. As Evans concludes, “society as a whole (no matter in what country) often ignores the role of agriculture in the past and the present.” Farming across Borders takes an important step toward cultivating awareness and understanding of the agricultural, economic, and environmental connections that loom over the North American West regardless of lines on a map. Using anthropological investigations and a market-driven approach, contributors explain how uneven policies have undermined constitutional protections and working-class interests since the Mexican Revolution of 1910. Detailed ethnographic fieldwork shows how foreign investment, privatization, deregulation, and elimination of welfare benefits have devastated national industries and natural resources and threatened agriculture, driving the campesinos and working class deeper into poverty. Focusing on specific commodity chains and the changes to production and marketing under neoliberalism, the contributors highlight the detrimental impacts of policies by telling the stories of those most affected by these changes. They detail the complex interplay of local and global forces, from the politically mediated systems of demand found at the local level to the increasingly powerful municipal and state governments and the global trade and banking institutions. Sharing a common theoretical perspective and method throughout the chapters, Neoliberalism and Commodity Production in Mexico is a multi-sited ethnography that makes a significant contribution to studies of neoliberal ideology in practice.

What are the most important transnational governance arrangements for environmental policy in North America? Has their proliferation facilitated a transition towards integrated continental environmental policy, and if so, to what degree is this integration irreversible? These governance arrangements are diverse and evolving, consisting of binational and trinational organizations created decades ago by treaties and groups of stakeholders—with varying degrees of formalization—who work together to address issues that no single country can alone. Together they provide leadership in numerous areas of environmental concern, including invasive species, energy efficiency, water, and terrestrial and aquatic wildlife. This book explores these arrangements, examining features such as stakeholder inclusion, organizational activities and functions, and issue comprehensiveness. Overall, the contributors report an underdeveloped policy architecture consisting of fragmented regional transnational networks of stakeholders and underfunded binational and trinational organizations. They also show evidence of substantial policy entrepreneurship and a vibrant informal underbelly to North American environmental governance, which will be vital in the challenging days ahead. Owen Temby is Assistant Professor of Political Science at the University of Texas Rio Grande Valley. Peter Stoett is Dean of Social Science and Humanities at the University of Ontario Institute of Technology. He has written several books, including Global Ecopolitics: Crisis, Governance, and Justice.
