Book excerpt: Faced with the economic pressures of globalization, many countries have sought to curb the fundamental right of workers to join trade unions and engage in collective action. In response, trade unions in developed countries have strategically used their own governments' commitments to human rights as a basis for resistance. Since the protection of human rights remains an important normative principle in global affairs, democratic countries cannot merely ignore their human rights obligations and must balance their international commitments with their desire to remain economically competitive and attractive to investors. Human Rights and Labor Solidarity analyzes trade unions' campaigns to link local labor rights disputes to international human rights frameworks, thereby creating external scrutiny of governments. As a result of these campaigns, states engage in what political scientist Susan L. Kang terms a normative negotiation process, in which governments, trade unions, and international organizations construct and challenge a broader understanding of international labor rights norms to determine whether the conditions underlying these disputes constitute human rights violations. In three empirically rich case studies covering South Korea, the United Kingdom, and Canada, Kang demonstrates that this normative negotiation process was more successful in creating stronger protections for trade unions' rights when such changes complemented a government's other political interests. She finds that states tend not to respect stronger economically oriented human rights obligations due to the normative power of such rights alone. Instead, trade union transnational activism, coupled with sufficient political motivations, such as direct economic costs or strong rule of law obligations, contributed to changes in favor of workers' rights.

Not only governments, but social movements were also touched by the establishment of the Independent Trade Union Solidarnosc in the summer of 1980, the proclamation of martial law in December 1981, and Solidarnosc's underground activity in the subsequent years. In many countries, campaigns were set up in order to spread information, raise funds, and provide the Polish opposition with humanitarian relief and technical assistance. Labor movements especially stepped into the limelight. A number of Western European unions were concerned about the new international tension following the Soviet invasion of Afghanistan and the new hard-line policy of the US and saw Solidarnosc as a political instrument of clerical and neo-conservative cold warriors. This book analyzes reaction to Solidarnosc in nine Western European countries and within the international trade union confederations. It argues that Western solidarity with Solidarnosc was highly determined by its instrumental value within the national context. Trade unions openly sided with Solidarnosc when they had an interest in doing so, namely when Solidarnosc could strengthen their own program or position. But this book also reveals that reaction in allegedly reluctant countries was massive, albeit discreet, pragmatic, and humanitarian, rather than vocal, emotional, and political.

This experience as a participant observer informs and enlivens Solidarity Transformed, an illustrative, nuanced, and insightful account of how labor unions in Latin America are developing new strategies to defend the interests of the workers they represent in dynamic global and local contexts. Anner combines in-depth case studies of the auto and apparel industries in El Salvador, Honduras, Brazil, and Argentina with survey analysis. Book excerpt: This book provides an analysis of the articulation and organisation of radical international solidarity by organisations that were either connected to or had been established by the Communist International (Comintern), such as the International Red Aid, the International Workers’ Relief, the League Against Imperialism, the International of Seamen and Harbour Workers and the International Trade Union Committee of Negro Workers. The guiding light of these organisations was a radical interpretation of international solidarity, usually in combination with concepts and visions of gender, race and class as well as anti-capitalism, anti-imperialism, anti-colonialism and anti-fascism. All of these new transnational networks form a controversial part of the contemporary history of international organisations. Like the Comintern these international organisations had an ambigious character that does not fit nicely into the traditional typologies of international organisations as they were neither international governmental organisations nor international non-governmental organisations. They constituted a radical continuation of the pre-First World War Left and exemplified an attempt to implement the ideas and movements of a new type of radical international solidarity not only in Europe, but on a global scale.
