Coining the phrase ‘state-permeated capitalism’, the authors shift the focus of research from economic policy alone, towards the real world of corporate and state behaviour. On the basis of four empirical case studies (Brazil, India, China, South Africa), the main drivers for robust economic growth in these countries from the 2000s until the 2010s are revealed. These are found, in particular, in mutual institutional compatibilities of ‘state-permeated capitalism’, in their large domestic markets, and beneficial global economic constellations. Differences in their institutional arrangements are explored to explain why China and India have been more economically successful than Brazil and South Africa. The authors highlight substantial challenges for the stability of state-permeated capitalism and assess the potential future growth, sustainability and likely pitfalls for these large emerging economies. Opening further avenues for empirical and theoretical research, this book raises questions for the future of the global economic order and should appeal to academics, graduate students and advanced undergraduates in politics, economics, economic sociology and development studies. It uncovers the subtle ways in which misperceptions – and the problems of overcoming them – complicate negotiations. It brings to the forefront misperceptions and sticky beliefs that complicate trade talks between the Global South and the Global North. Empirically, the book examines the recent negotiations of Economic Partnership Agreements between the European Union (EU) and West Africa (2002–2014). In doing so, it enriches the study of negotiations of development-oriented trade agreements in the context of a major North-South partnership. By exploring a constructivist perspective on game theory, the author uncovers how the repeated impasse situations followed from the different "games" both sides expected to be playing. The author shows that such misperceptions endured because they reflected deep-seated normative disagreements not only over the effects of neo-liberal trade reforms, but also over how to structure EU – Africa post-colonial trade relations in the 21st century. Comparing and contrasting both sides’ divergent perspectives helps us to see how trade negotiations are never just about economic interests, but also about the (re)negotiation of the values and ideas that structure state interaction. The book draws on a large set of qualitative primary data on EU-West Africa trade negotiations. Green bonds have emerged as a powerful tool to enlist institutional investors’ wealth for these transitions. But despite exponential growth in many parts of the world, the green bond market in South Africa has been stalling. This book project grapples with this puzzle. Firstly, it debunks some of the promises underpinning green bond markets and traces the manifold practices undergirding its promotion. Secondly, it identifies some barriers prohibiting the expansion of green bonds in emerging markets and zooms in on the depoliticizing tendencies a transition premised on financial innovation produces. Thirdly, this work discloses the idiosyncratic political economic challenges of a fossil-based economy in transition and shines a light on the competing elements of a ‘green’ and a ‘just’ transition. It argues that the limited uptake of green bonds can best be explained by the instrument’s inability to adequately incorporate the various demands levied on South Africa’s contested transition trajectory. In so doing, this book contributes important new qualitative insights into green bond markets-in-the-making and extends political economic scholarship on finance-led transition endeavors in emerging markets. Book excerpt: Paramilitaries, crime, and tens of thousands of disappeared persons—the so-called war on drugs has perpetuated violence in Latin America, at times precisely in regions of economic growth. Legal and illegal economy are difficult to distinguish. A failure of state institutions to provide security for its citizens does not sufficiently explain this. Selective Security in the War on Drugs analyzes authoritarian neoliberalism in the war on drugs in Colombia and Mexico. It interprets the “security projects” of the 2000s—when the security provided by the state became ever more selective—as embedded in processes of land appropriation, transformed property relations, and global capital accumulation. By zooming in on security practices in Colombia and Mexico in that decade and juxtaposing the two contexts, this book offers a detailed analysis of the role of the state in violence. To what extent and for whom do states produce order and disorder? Which social forces support and drive such state practices? Expanding the literature on authoritarian neoliberalism and the coloniality of state power—thus linking political economy to postcolonial approaches—the book builds a theoretical lens to study state security practices. Different social groups, enjoying differentiated access to the state, influenced the state discourse on crime to very different extents. Security practices—which oscillated between dispersed organization by a multiplicity of actors and institutionalization with the military—materialized as horrific insecurity for social groups thought of as disposable. In tendency, putting security centerstage disabled dissent. The “security projects” exacerbated contradictions driven by a particular economic model and simultaneously criminalized precisely those that this model had already radically disadvantaged.
